Metrics can no longer be hidden: hospitals in the Mykolaiv region will be checked using digital data

Operations, childbirth and blood banks: the OVA will witness the real work of hospitals

The healthcare administration of the Mykolaiv OVA can now use digital systems to verify the actual performance indicators of hospitals. This concerns the number of surgeries, births and patients, prescriptions issued, examinations performed and the availability of blood banks.

Head of the Mykolaiv OVA healthcare administration, Iryna Tkachenko, said this during a session of the regional council’s relevant commission, which took place on August 7, 2026.

Previously, medical institutions filled out forms themselves indicating the number of staff and available equipment. Now the information they provide can be cross-checked with data from digital systems.

“We can actually track whether this equipment exists or not,” — said Iryna Tkachenko.

The administration also analyzes how many surgeries and births each facility performed, how many stroke patients received care and how many prescriptions doctors issued under the “Affordable Medicines” program. They take into account screenings performed, orders for medicines via Ukrposhta and other medical services. These indicators are shown to hospital managers during meetings. This way they can compare their facility’s performance with the overall situation in the region and see which results need improvement.

Information on the presence of blood banks in hospitals was also entered into the system. According to Tkachenko, this indicator is important when assessing a facility’s ability to perform surgical interventions.

“If we clearly understand that a healthcare facility does not have a blood bank and it provides it centrally, we understand that it does not have the capacity to provide surgical care,” — the official explained.

At the same time, they consider not only the number of surgeries but also their level of complexity.

“Operating on the skin and operating on the diaphragm are different things. The strain on the surgeon and the anesthesiologist, and the skill required, are different,” — said Iryna Tkachenko.

The obtained data are used when forming the capable network of hospitals in Mykolaiv region. If a medical facility meets the established requirements, the regional administration can propose to the Ministry of Health to change its status within this network.

The project is currently still being discussed and refined. The following are proposed to be classified as supra-cluster institutions:

  • Mykolaiv Regional Children’s Clinical Hospital;
  • Mykolaiv Regional Clinical Hospital;
  • Mykolaiv Regional Oncology Center;
  • Mykolaiv Regional Phthisiopulmonology Dispensary;
  • Mykolaiv Regional Center for Mental Health.

The capable network is also planned to include the Mykolaiv Regional Emergency Medical Aid Center and 36 primary healthcare facilities. After refinement, the project is to be submitted for consideration by the deputies.
