No structures and no money: SBU exposed a scheme at an energy facility

SBU together with the National Police and the Prosecutor’s Office uncovered a scheme to misappropriate almost UAH 68 million allocated for the construction of anti-drone protective structures for one of the energy infrastructure facilities in Mykolaiv region. On July 22, 2026. This was reported by the Security Service of Ukraine.

According to the investigation, the scheme was organized by the 37-year-old director of a private company that was supposed to erect the protective structures against enemy drones. The total contract value was UAH 90 million. The terms of the agreement provided for an advance payment to the contractor of almost 80% of the cost of the works subject to a bank guarantee. Thus the company received about UAH 68 million, however, according to law enforcement, its director did not intend to fulfil the obligations.

The works were to be completed within 240 days after signing the contract, but construction never began and the protective structures have still not been installed. According to the case materials, to conceal the origin of the funds the director transferred them to the accounts of other controlled companies. During searches, law enforcement officers seized incorporation and accounting documents, computer equipment and correspondence.

The suspect was notified of suspicion under part 5 of Article 191 of the Criminal Code of Ukraine. He faces up to 12 years of imprisonment, a ban on holding certain positions and confiscation of property. The investigation is ongoing. Law enforcement is identifying other persons who may have been involved in the scheme.
