A building more expensive than the market and ₴1.2 million in losses: the director of a municipal enterprise in the Mykolaiv region has been notified of suspicion
Municipal funds without proper assessment: an official faces up to 6 years' imprisonment
The director of the communal enterprise of the Halytsynivska community is suspected of purchasing a non-residential building at a significantly inflated price. According to experts, as a result of the concluded deal the enterprise suffered losses totaling more than 1.2 million hryvnias. This was reported by the Mykolaiv Oblast police on 24 June 2026.
According to law enforcement, the subject of the criminal proceeding is a 55-year-old director of the communal enterprise who works in the Halytsynivska community. The investigation believes that the official, using his position contrary to the interests of the enterprise, organized the purchase of a non-residential building at a price that significantly exceeded its true market value. According to the authorities, the purpose of these actions was to obtain unlawful benefit for the seller of the property. The director concluded the purchase agreement on behalf of the communal enterprise. At the same time, a proper independent and objective valuation of the property was not conducted before the purchase.
During the pre-trial investigation, law enforcement ordered expert examinations. Their results confirmed that as a result of purchasing the building at an inflated price the communal enterprise suffered losses of more than 1.2 million hryvnias. Based on the collected evidence, the director of the communal enterprise was notified of suspicion under Part 2 of Article 364 of the Criminal Code of Ukraine. This concerns abuse of power or official position to obtain unlawful benefit for another legal entity, which caused serious consequences. If found guilty, the official faces up to 6 years of imprisonment. The court may also deprive him of the right to hold certain positions or engage in specified activities for up to 3 years.
As of 24 June 2026, law enforcement was considering the issue of applying a preventive measure to the suspect. According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until their guilt is proven in the manner prescribed by law and confirmed by a guilty verdict of a court.
