Digitization of employment record books: what will happen to your length of service if you don't manage to do it in time?

In Ukraine June 10, 2026 the transition period for digitizing employment record books ends. Because of this many Ukrainians have begun to worry whether they will lose their insured service if they do not manage to upload the documents on time. The Pension Fund of Ukraine explained, that there is no need to panic: if a paper employment record book was not digitized by June 10, 2026.

Digitizing employment record books is primarily important for people who started working before January 1, 2004. For that period, employment data are often confirmed by paper documents, since full electronic accounting of insured service began later.

The employment record book can be digitized either by the employee themselves or by their employer. For this, it is necessary to make scanned copies of the pages of the employment record book and upload them to the web portal of electronic services of the Pension Fund of Ukraine. You can also check whether the employment record book is already in electronic form via your personal account on the PFU web portal. To do this, go to the “Electronic employment record book” section.

In the “Scanned copies of the employment record book” tab you can check whether the documents have been uploaded. And in the “Digitized ETK” tab the finished digitization result is displayed.

If a person lost their employment record book due to the war, employment periods can be confirmed by other documents. These may include employment contracts, payroll records, work certificates, or extracts from orders.

If the enterprise remained in a temporarily occupied territory or is located in a combat zone, work periods can be confirmed by two witnesses who worked with the person. However, they themselves must have documents that confirm their work at that enterprise.

The main question – what will happen if a person did not manage to digitize the employment record book by June 10. The Pension Fund’s answer is simple: the service period is not annulled, does not “burn out” and does not disappear.

After the end of the transition period, the bodies of the Pension Fund of Ukraine will continue to accept and process scanned documents for forming electronic employment record books. Also, when assigning a pension, periods of work before January 1, 2004 may be taken into account on the basis of the originals of paper employment record books. The Pension Fund also notes that current regulatory legal acts do not provide for liability for failing to submit scanned copies of the paper employment record book within the established term.

So June 10, 2026 – is an important date marking the end of the transition period, but not the “reset day” for employment service. At the same time, it is still not worth delaying digitization, since the electronic employment record book simplifies data verification, pension assignment and confirmation of service without unnecessary paperwork.

This is especially relevant for people who lost documents because of the war, moved from occupied territories, or do not have quick access to enterprise archives.
