Plastic is not mandatory: the Ministry of Internal Affairs proposes an e-certificate of vehicle registration with the same legal force and without payment for the form
You can obtain a digital version during re-registration
The Main Service Center of the Ministry of Internal Affairs (MIA) announced on its official page that citizens can choose an electronic vehicle registration certificate instead of a plastic one, and such a document has the same legal force and is available on the owner’s smartphone.
The agency cited the example of a resident of Donetsk region named Ruslan, who applied to the MIA service center to re-register an inherited car in his name and, when receiving the service, consciously refused the plastic form in favor of the digital format.
According to the MIA, the electronic certificate is equated to its paper or plastic counterpart in legal status, is displayed in electronic services, and remains available for presentation at any time via a mobile device.
Ruslan himself considers the main advantage to be that the digital document is not at risk of being left at home or accidentally lost, since it is always with him on his phone.
Another argument in favor of the electronic format is savings: the owner does not need to pay for producing a paper form, so the processing costs less.
MIA service centers emphasize that demand for digital documents is growing due to ease of use and constant access through mobile applications, which makes them more convenient for drivers’ daily needs.
