The state is switching to AI mode: Diia.AI is already working on smartphones
Diia launched an AI agent for several services
Ministry of Digital Transformation of Ukraine announced May 14, 2026 the scaling of the country’s first national AI agent Diia.AI. It is now available not only on the portal but also in the Diia mobile app.
The Ministry says that Ukraine is moving to an Agentic State format, where a digital service not only answers a user’s questions but independently selects the necessary services for specific life situations. In the mobile app, Diia.AI is intended to function as a personal assistant. Users no longer need to manually search for the required service in a menu: it is enough to write a request in the chat in natural language.
Through the AI agent, three services are already available.
The first – a residence certificate for an adult. For this, a user can simply write in the chat that they need a certificate, after which the assistant will generate the document in a few minutes.
The second service – a residence certificate for a child. The Ministry notes that parents will be able to obtain this document via a chat request.
The third capability – payment of traffic fines. The assistant should automatically send a notification about a received fine to the chat and immediately provide a link to pay it. Previously, Diia.AI had already been trained to issue an income statement on the Diia portal. Now the assistant has been integrated into the mobile app so users can receive some services directly from their smartphones.
Acting Minister of Digital Transformation Oleksandr Bornyakov explained that launching Diia.AI on smartphones represents a shift from government services “a few clicks away” to intelligent interaction with the digital state.
“Ukraine is taking the next step in the evolution of the digital state – from services “a few clicks away” to a full Agentic State. Integrating Diia.AI into smartphones turns the app into a proactive assistant. This is no longer just a menu search but intelligent interaction: you set tasks in natural language, and the AI agent does all the complex work for you. We are building a future where the government service becomes invisible yet highly personalized”, – said Oleksandr Bornyakov.
To test the new AI agent, users need to update the Diia app to the latest version, tap the Diia.AI icon and write in the chat what problem they need to solve.
The assistant’s technological foundation is the artificial intelligence model Gemini from Google. The scaling of Diia.AI was implemented thanks to a partnership between the Ministry and Google. According to the Ministry, using Gemini allows Diia.AI to better understand complex contexts, match services to specific situations, and communicate with users in natural language.
Separately, the ministry emphasized security. They say that users’ personal data do not enter the general Gemini model and are processed only within Diia‘s secure perimeter. Currently the AI agent operates in open beta testing and continues to learn. Users are encouraged to ask questions, test the service with different requests, and try obtaining new services via the chat.
Diia.AI in the mobile app was developed with expert support from the project “Digitalization for Growth, Integrity and Transparency” (UK DIGIT), implemented by the Eurasia Foundation and funded by UK International Development. The project was also supported by the Swiss-Ukrainian program EGAP, implemented by the East Europe Foundation.
