Over UAH 3.2 million in damages — and a suspended sentence: in Mykolaiv, a verdict was handed down against the former head of the "Road Agency"

The court found the former head guilty, but he did not receive a real prison sentence

The Central District Court of Mykolaiv approved a plea agreement and sentenced the former acting head of the state enterprise “Agency of Local Roads of Mykolaiv Oblast”.

The court found that the official acted in collusion with the director of a contractor company and organized a scheme to obtain illicit benefits during the execution of a contract with the Infrastructure Department of the Regional Military Administration.

According to the case materials, the suspects used forged seals and signatures to prepare fictitious certificates of completed works. It concerned allegedly implemented measures to protect critical infrastructure facilities of the region’s energy sector.

In reality part of the work was not performed, however false information was entered into the documentation, in particular regarding the supply of materials.

As a result of these actions the state incurred damages of more than UAH 3.24 million. After receiving the funds they were distributed between the contracting organization and other controlled entities.

The court qualified the defendant’s actions under articles that provide liability for abuse of power and for inserting knowingly false information into official documents, committed by a group of persons.

According to the verdict dated 31 March 2026, the man was sentenced to 5 years’ imprisonment, disqualification from engaging in activities in the field of public procurement and a fine of UAH 12,750.

At the same time the court exempted him from serving the sentence with a probation period of 3 years.

The court recognized full admission of guilt, cooperation with the investigation and full compensation of the damages as mitigating circumstances.
