There’s time for McDonald’s, but not for a report to the regional council? In Mykolaiv, they are publicly demanding Kim’s annual report

During a session of the Mykolaiv Regional Council on April 16, 2026, a deputy from the “Proposition” party, Valentyn Boyko, publicly raised the issue of the absence of an annual report by the head of the Mykolaiv Regional Military Administration, Vitaliy Kim, on the implementation of the region’s socio-economic development plan. According to him, neither the deputies nor the residents of the region have yet heard such a report.

In his speech, Valentyn Boyko recalled that, in his view, the law requires annual reporting by the head of the RMA. He also emphasized that the council itself has already reported on its work, and representatives of the prosecutor’s office regularly come to the regional council with information about their activities. Against this background, he called the absence of a report from the head of the RMA incomprehensible and offensive to the deputies, reproaching in particular that the regional head finds time for the opening of a “McDonald’s” but not for a report to the regional council — no.

Supporting the deputy’s initiative, the chairman of the Mykolaiv Regional Council, Anton Tabunshchyk, instructed the council office to enter this issue into the minutes and to prepare an official request to the Mykolaiv RMA.

“You have raised a truly apt, serious question. I ask the office to enter this into the minutes, prepare an appropriate request to the military administration. Answer the question: does this comply with legal requirements? Yes, it does. Answer the question: why is it not happening? That is a rhetorical question. It must be posed to the military administration; we will do this in a formal manner”, – noted Anton Tabunshchyk.

Thus, the issue of the annual report by Vitaliy Kim has officially entered the public sphere not only as the emotional complaint of an individual deputy but as a formal position of the regional council leadership. Now the institution must officially demand an answer from the military administration as to why the report has still not been delivered.
