They didn't check the work, but paid the money: strange multi-million procurements "surfaced" in the Mykolaiv region
Over UAH 2.4 million from the community budget: the head of the settlement military administration has been notified of suspicion
Head of the Zavodska (Pervomaiska) settlement military administration in Mykolaiv district Maksym Korovay has been notified of suspicion in a case of embezzlement of budget funds during the procurement of land management services. This was reported on 25 March 2026 by the regional police and the Mykolaiv regional prosecutor’s office.
Earlier we reported: Zelensky appointed the heads of the military administrations of the Mykolaiv region. Pervomaisk was headed by Maksym Korovay, who before that worked as deputy director of PK “Korabelny“
According to investigators, in 2024 the official, on behalf of the territorial community, ensured the conclusion of a contract with an individual entrepreneur for the provision of land management services. Subsequently, the suspect insisted on making full payment to the contractor without proper verification of the actual performance of the work and effectively without real fulfillment of the contract terms. As a result of these actions the community’s budget suffered losses amounting to over 2 400 000 hryvnias.
The circumstances of the scheme were established by investigators of Police Department No.4 of the Mykolaiv District Police Department under the procedural supervision of the Mykolaiv District Prosecutor’s Office. The official was notified of suspicion under part 5 of Article 191 of the Criminal Code of Ukraine – for embezzlement of another’s property by abusing his official position, committed under martial law and on an especially large scale.
The court has already chosen a preventive measure for the suspect in the form of bail in the amount of 449 280 hryvnias.
Under the charged article, the head of the military administration faces from 7 to 12 years imprisonment, with disqualification from holding certain positions or engaging in certain activities for up to three years and with confiscation of property. The pre-trial investigation is currently ongoing.
The editorial office of Korabelov.info tried to contact Maksym Korovay so that he could comment on the information provided by law enforcement, but his phone is currently not answering.
