61 Million UAH Stolen from Critical Infrastructure Protection in Mykolaiv Region
The director and an employee were notified of suspicion under different articles
In the Mykolaiv region, investigators notified the 53-year-old director of a Kyiv-based limited liability company and a 58-year-old official of the Recovery and Infrastructure Development Service in the Mykolaiv region of suspicion. The company director is suspected of embezzling public funds during the reconstruction of a critical infrastructure facility, while the official is suspected of negligence in office. According to the investigation, losses to the state budget exceeded 61 million hryvnias.
The work was carried out under a contract between the Recovery and Infrastructure Development Service in the Mykolaiv region and the Kyiv-based LLC. The company was to reconstruct a critical infrastructure facility.
The investigation found that from March 2024 to August 2025, the director, knowing the actual cost of the material used, entered knowingly false information about its price in official documents. After entering this information, she signed acceptance certificates for completed construction work and statements of its cost.
An official of the Recovery Service was authorized to accept the work and sign documents on behalf of the client. According to the investigation, he failed to properly verify the scope and cost of the work, or its compliance with the contract and the design and estimate documentation.
In particular, the official did not check whether the material’s cost had been calculated correctly, ensure the necessary monitoring of its price, or apply the contractually stipulated measures for checking the contractor’s documents. The certificates he signed became the basis for transferring public funds to the company. The investigation links losses exceeding 61 million hryvnias to the director’s actions and the official’s improper performance of his duties.
The following agencies are involved in exposing and investigating the case:
- investigators from the Main Directorate’s regional investigative department of Mykolaiv police — investigating the case;
- officers of the regional directorate of the Security Service of Ukraine — providing operational support;
- the Mykolaiv Regional Prosecutor’s Office — overseeing the proceedings.
The suspects face charges for different offenses:
- The director is charged with misappropriating another person’s property through abuse of office under martial law and on an especially large scale, as well as issuing knowingly false official documents. The charges are under Part 5 of Article 191 and Part 1 of Article 366 of the Criminal Code of Ukraine. She faces up to 12 years in prison, a ban on holding certain positions or engaging in certain activities for up to 3 years, and confiscation of property.
- The official was notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine — negligence in office resulting in grave consequences for the interests of the state. The penalty carries up to 5 years in prison and a ban on holding certain positions or engaging in certain activities for up to 3 years. A fine of between 250 and 750 non-taxable minimum incomes may also be imposed, or the sentence may be applied without such a fine.
Under the procedural supervision of the prosecutor’s office, investigators have already filed motions with the court to impose preventive measures on the suspects. The question of suspending the official from his position is still being considered. The pre-trial investigation is ongoing.
Under Article 62 of the Constitution of Ukraine, a person is presumed innocent and may not be criminally punished until their guilt is proven in accordance with the law and established by a court conviction.
