A court in Mykolaiv refused to explain how its head privatized a service apartment
The city council provided the housing more than 15 years ago
The Central District Court of Mykolaiv did not explain how its chairwoman Halyna Podzigun privatized a service apartment. In response to a request from Nikcenter journalists, the court stated that these questions relate to the judge’s private life.
The court believes that the journalists were asking not about the activities of a state body, so the provisions of the Law of Ukraine “On Access to Public Information” cannot be applied in this case.
The court’s response states:
“Since the request concerns not the activities of a state body (the court), but is aimed at obtaining information that pertains to the private life of the head of the court Halyna Volodymyrivna Podzigun, who, as a natural person, cannot be a manager of public information, the provisions of the Law of Ukraine “On Access to Public Information” cannot be applied in this case.”
The questions arose after Nikcenter‘s investigation “Housing out of turn: how communal apartments get into the hands of judges and officials?”. In it, journalists reported that Halyna Podzigun in 2025 privatized an apartment she had received from the Mykolaiv City Council as service housing more than 15 years earlier.
The co-owner of part of the apartment alongside the judge became her younger daughter Anastasiia Havrasienko.
