Strike on the Mykolaiv Regional Council that claimed 36 lives: two more Russian generals charged
They were the ones who organized the missile strike on the administrative building
The Mykolaiv Regional Prosecutor’s Office reported the in‑absentia notification of suspicion to two more senior officers of the Armed Forces of the Russian Federation, whom the investigation considers involved in the missile strike on the building of the Mykolaiv Regional Council.

Under the procedural guidance of prosecutors, two Russian military commanders are accused of violating the laws and customs of war, combined with intentional murder committed by prior conspiracy of a group of persons (Part 2 Art. 28, Part 2 Art. 438 of the Criminal Code of Ukraine).
According to the investigation, the suspects are the commander of the 58th Combined Arms Army of the Southern Military District of the RF Armed Forces with the rank of Lieutenant General and the acting commander of the 12th Rocket Brigade of the same army with the rank of Colonel.
Law enforcement believes that they organized the missile strike on the administrative building of the Mykolaiv Regional Council.
According to pre‑trial investigation materials, the criminal order was given on 29 March 2022. For the attack, the occupiers used a ground‑to‑ground missile of the class “ground‑to‑ground” from the operational‑tactical missile system “Iskander”, which at that time was located on the temporarily occupied territory of the Autonomous Republic of Crimea.
As a result of the missile strike, 36 people were killed and another 38 people sustained injuries of varying severity.
In addition to the administrative building itself, apartment buildings, a children’s creativity center, commercial facilities and residents’ vehicles were damaged by the blast wave and debris.
The prosecutor’s office reminded that as early as February 2025, in the same criminal proceeding, a notice of suspicion in absentia was announced to the former commander of the Southern Military District of the RF Armed Forces, who, according to the investigation, directly gave the order to destroy the administrative building.
The pre‑trial investigation is being conducted by investigators of the Security Service of Ukraine’s Directorate in Mykolaiv Oblast.
