The first deputy mayor of Mykolaiv declared more than UAH 1 million in income and rent-free housing
In the 2025 declaration, Vitaliy Lukov reported over one million hryvnias in salary and residence in someone else’s apartment without payment
First Deputy Mayor of Mykolaiv, Vitaliy Lukov, reported earnings of over 1 million hryvnias for 2025 and the right to live rent-free in an apartment in Mykolaiv; the information was published in the Unified State Register of Declarations.
The official’s main income was salary at the Executive Committee of the Mykolaiv City Council — 1 093 432 hryvnias. Additionally, he received 3 thousand hryvnias from the trade union committee of the city’s executive bodies and 9 348 hryvnias classified as “additional benefits, including cashback, bonuses” from the public organization “Ekoklub”.
The declaration also records the official’s right to use housing free of charge: an apartment in Mykolaiv with an area of 58.2 square meters.
Among movable property, a passenger car — a 2012 Nissan Note, purchased in 2016 for 123 thousand hryvnias — is listed, as well as a “Tourist” trailer from 1995, bought in 1995.
The wife’s property assets include a land plot of 10 thousand square meters in the settlement of Kazanka, Mykolaiv region, with a right of permanent use granted in 1994. In 2023 she also purchased in Mykolaiv a plot of 555 square meters worth 19.5 thousand hryvnias, and became the owner of a garden (dacha) house in Mykolaiv with an area of 29.7 square meters, the purchase price of which was 123 thousand hryvnias.
The wife’s income for the year consisted of salary at the communal non-profit enterprise “Voznesenska Multiprofile Hospital” of the Voznesensk City Council — 443 711 hryvnias, and payments for part-time work at the Voznesensk Geriatric Boarding House — 58 501 hryvnias.
Cash savings of the family, according to the declaration, are: Vitaliy Lukov — 320 thousand hryvnias, his wife — 220 thousand hryvnias. The couple also have bank accounts, but the amounts on them are not specified.
