The High Anti-Corruption Court<\/strong> ordered Acting Prosecutor General Anton Kovalskyi<\/strong> to enter information about a possible crime by David Arakhamia<\/strong>, head of the Servant of the People<\/strong> parliamentary faction, into the Unified Register of Pre-Trial Investigations<\/strong>. The alleged offense involves handing envelopes of money to members of parliament in exchange for votes in parliament.<\/p>\n

The court ruling was reported by the Anti-Corruption Action Center<\/strong>. The organization\u2019s complaint over the acting prosecutor general\u2019s inaction was upheld by HACC investigative judge Markiian Halabala<\/strong>.<\/p>\n

The case involving envelopes for MPs has a backstory spanning different periods. According to the Specialized Anti-Corruption Prosecutor\u2019s Office<\/strong>, before the full-scale invasion, there were periods in Ukraine<\/strong> when bribes to members of parliament reached $20,000 a month<\/strong>.<\/p>\n

In late December 2025<\/strong>, the National Anti-Corruption Bureau of Ukraine<\/strong> and the SAPO<\/strong> announced that they had uncovered an organized criminal group involving sitting members of parliament. Investigators believe its members systematically received undue benefits in exchange for supporting certain decisions in the Verkhovna Rada<\/strong>.<\/p>\n

SAPO<\/strong> prosecutors notified five members of parliament<\/strong> that they were suspects. According to investigators, they arranged for bribes to be paid in exchange for votes, with the amounts ranging from $2,000 to $20,000<\/strong>.<\/p>\n

As part of the case into payments to MPs in envelopes, searches were also conducted at the home of an aide to David Arakhamia<\/strong> in late 2025<\/strong>.<\/p>\n

On October 19<\/strong>, the Anti-Corruption Action Center<\/strong> filed a complaint over the alleged distribution of money by the faction leader. The organization described the acting prosecutor general\u2019s response as follows:<\/p>\n

\u201cKovalskyi<\/strong> brushed us off, just like Kravchenko<\/strong>: he said that NABU<\/strong> was already investigating and forwarded the complaint there,\u201d the Anti-Corruption Action Center<\/strong> reported.<\/p><\/blockquote>\n

The ACAC<\/strong> stresses that only the prosecutor general or an acting prosecutor general is authorized to open criminal proceedings against a member of parliament. NABU<\/strong> also confirmed that without the relevant entry in the URPI<\/strong>, the Bureau cannot investigate Arakhamia\u2019s<\/strong> possible actions.<\/p>\n
