The order imposing disciplinary sanctions on the officers was issued on <strong>September 3, 2026<\/strong>. The findings of the investigation were published by <strong>\u201c<a href=\"https:\/\/vgoru.org\/novini\/dvom-policeiskim-ogolosili-suvori-dogani-pislia-incidentu-z-evakuaciinoiu-avtivkoiu-iz-xersona\" target=\"_blank\" rel=\"noopener\">Vgoru<\/a>\u201d<\/strong>, which received a response to its media inquiry from the <strong>Main Directorate of the National Police in Mykolaiv Oblast<\/strong>.<\/p>\n<p>The incident took place on <strong>August 14<\/strong> near the settlement of <strong>Shevchenkove<\/strong> in <strong>Mykolaiv Oblast<\/strong>. Police <a href=\"https:\/\/korabelov.info\/en\/2026\/08\/605632\/people-were-being-transported-from-the-red-zone-and-the-driver-was-taken-to-the-tcc-scandal-in-mykolaiv-region\/\">stopped<\/a> a vehicle belonging to the <strong>Kherson Regional Rapid Response Unit of the Red Cross<\/strong>, which was evacuating <strong>two<\/strong> families from <strong>Kherson<\/strong>. The evacuation mission could not be completed along its planned route.<\/p>\n<p>According to the <strong>Red Cross<\/strong>, the crew was transporting people from vulnerable groups, including people with limited mobility. The passengers included:<\/p>\n<ul>\n<li>a person with an amputation;<\/li>\n<li>a <strong>three-year-old<\/strong> child;<\/li>\n<li>a person with cancer;<\/li>\n<li>their family members.<\/li>\n<\/ul>\n<p>Unit commander <strong>Mykola Taranenko<\/strong> said that police checked the driver <strong>Oleksandr Bassarab<\/strong>\u2019s documents and said everything was in order. However, <strong>one<\/strong> of the officers suggested that the driver might be under the influence of alcohol or drugs and offered to take him to a medical facility for testing.<\/p>\n<p>The police response to <strong>Vgoru<\/strong>\u2019s inquiry said that the apparent signs of intoxication had disappeared on the way to the medical facility. The police gave this as the reason why no medical examination was conducted.<\/p>\n<p>The police then checked the driver\u2019s military registration records together with representatives of the <strong>Bashtanka District Territorial Recruitment and Social Support Center<\/strong>. The police claimed that he had neither a deferment nor an exemption from conscription, and that there was no record of him having undergone a military medical commission. According to the police, after this check the man voluntarily went to the <strong>Mykolaiv Regional Joint Mobilization Center<\/strong>.<\/p>\n<p>An internal investigation was launched on <strong>August 14, 2026<\/strong>, following a post by the <strong>Kherson Rapid Response Unit of the Ukrainian Red Cross Society<\/strong> about the disrupted evacuation. The investigation was conducted by a disciplinary commission, which completed its work on <strong>August 28<\/strong>. While the investigation was underway, <strong>Ruslan Reveha<\/strong> and <strong>Andrii Tabakin<\/strong> were suspended from their duties, but both were allowed to return to work on <strong>August 31<\/strong>.<\/p>\n<p>The following <strong>Bashtanka District Police Department<\/strong> officers received disciplinary sanctions:<\/p>\n<ul>\n<li>Police Major <strong>Ruslan Reveha<\/strong> \u2014 a severe reprimand;<\/li>\n<li>Police Lieutenant Colonel <strong>Andrii Tabakin<\/strong> \u2014 a severe reprimand;<\/li>\n<li>Police Captain <strong>Leonid Zolotar<\/strong>, community police officer \u2014 a reprimand.<\/li>\n<\/ul>\n<p>The unit\u2019s supervisors were warned about the need to maintain service discipline:<\/p>\n<ul>\n<li><strong>Anzor Maglaperidze<\/strong> \u2014 head of the <strong>Bashtanka District Police Department<\/strong>;<\/li>\n<li><strong>Oleksii Yehorov<\/strong> \u2014 his deputy;<\/li>\n<li><strong>Dmytro Tymoshenkov<\/strong> \u2014 head of the Patrol Police Response Sector.<\/li>\n<\/ul>\n<p>Journalists from <strong>Vgoru<\/strong> also requested a copy of the internal investigation report but were denied. The regional <strong>National Police<\/strong> directorate explained that the document contains personal data and information about other people, and that the law does not provide for such a report to be shared with the requester.<\/p>\n<p><strong>Lubinets<\/strong> condemned the incident in which the <strong>Red Cross<\/strong> driver was taken to the <strong>Mykolaiv Oblast Territorial Recruitment and Social Support Center<\/strong>.
