Both needed medical attention after the altercation. The participants filed reports with law enforcement, and police are investigating the incident.<\/p>\n<p>The circumstances of the conflict were described by the company\u2019s anti-corruption officer, <strong>Ihor Bloshko<\/strong>, in a <a href=\"https:\/\/facebook.com\/reel\/4568129433506618\">post<\/a> on his <strong>Facebook<\/strong> page dated <strong>November 3<\/strong>. He alleges that <strong>Andrii Pavlii<\/strong> beat <strong>Viktor Pisotskyi<\/strong>, although his post also gives a different account of who started the fight.<\/p>\n<p>According to <strong>Bloshko<\/strong>, the security director came to <strong>Pisotskyi<\/strong>\u2019s office to confront him: the deputy director had allegedly asked about Pavlii\u2019s wife\u2019s work. During the argument, the post\u2019s author claims, <strong>Pavlii<\/strong> struck his colleague in the face and body with his hands and feet.<\/p>\n<p><strong>Bloshko<\/strong> says that, according to the information he has, <strong>Pisotskyi<\/strong> has serious health limitations following heart surgery. After the altercation, he became unwell: his blood pressure and heart rate rose. Female employees called an ambulance, took him to the company\u2019s medical unit, and reported the incident to the police by calling <strong>102<\/strong>.<br \/>\n<iframe style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&amp;href=https%3A%2F%2Fwww.facebook.com%2Freel%2F4568129433506618%2F&amp;show_text=true&amp;width=267&amp;t=0\" width=\"267\" height=\"591\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\nAccording to <strong>Bloshko<\/strong>, company director <strong>Hennadii Iziumov<\/strong> offered a different version, saying that <strong>Viktor Pisotskyi<\/strong> had thrown the first punch. As the post\u2019s author recounts, after the conflict <strong>Andrii Pavlii<\/strong> went to the emergency department of the <strong>City Emergency Hospital<\/strong> and told doctors that he had been injured by his colleague. <strong>Bloshko<\/strong> also reported an injury near <strong>Pavlii<\/strong>\u2019s eye or eyebrow, which, according to the anti-corruption officer, occurred during the altercation.<\/p>\n<p>After <strong>Pisotskyi<\/strong> approached the company director, the latter allegedly suggested temporarily sending <strong>Pavlii<\/strong> on leave to resolve the situation. <strong>Ihor Bloshko<\/strong> also spoke about this proposal from <strong>Hennadii Iziumov<\/strong>.<\/p>\n<p>In addition to the altercation itself, the anti-corruption officer sharply criticized the management of <strong>Mykolaivvodokanal<\/strong>. In his post, he raised concerns about possible conflicts of interest, questionable staffing decisions, and pressure on employees. In particular, <strong>Bloshko<\/strong> made the following claims:<\/p>\n<ul>\n<li>After <strong>Hennadii Iziumov<\/strong> was appointed, the company created the position of security director. It was filled by <strong>Andrii Pavlii<\/strong>, whom the post\u2019s author describes as an acquaintance and fellow countryman of the director.<\/li>\n<li>Later, according to the anti-corruption officer, <strong>Pavlii<\/strong> brought his wife to work at the company.<\/li>\n<li><strong>Illia Miroshnychenko<\/strong>, the son of the head of the local <strong>CHP<\/strong>, was hired by the security department.<\/li>\n<li>According to <strong>Bloshko<\/strong>, <strong>Iziumov<\/strong>\u2019s wife was hired in a separate department of the company.<\/li>\n<\/ul>\n<blockquote class=\"quote-light\"><p>There have been things at Mykolaivvodokanal, but never before has one of the managers laid hands on another.<br \/>\nBack in April, I officially wrote to the mayor that a bunch of Mariupol thugs led by Hennadii Iziumov had joined the management of the water utility. And those thugs were brought into the company by an equally dim-witted woman \u2014 Montavon. She has already made a run for it, but the thugs are still here.<br \/>\nI believe that the heroic city of Mariupol is mostly home to intelligent and level-headed people. For some reason, some worthless types have come to Mykolaiv.<br \/>\nImmediately after his appointment, Iziumov created a new position of security director and appointed his buddy and fellow countryman Andrii Pavlii to it. Pavlii immediately brought his wife in as head of personnel. He also hired the son of the CHP chief, their fellow countryman and Iziumov\u2019s colleague in a similar position, Illiushka Miroshnychenko, for his security department. The young bull needed to be shielded from mobilization with a job reservation. As a goodwill gesture from the water utility director for his son, the Mariupol CHP chief hired Iziumov\u2019s wife. They even created a whole new separate department for her. And this whole gang gets astronomical salaries, higher than even those of the previous general director. Truly, effective managers \u2014 for their own pockets.<br \/>\nOleksandr Fedorovych, you go to international anti-corruption forums. You say you\u2019re fighting corruption? What do you call appointments like these? Back in April, I tried to point out to you that this madness needed to be stopped. And what happened?<br \/>\nI\u2019m the only one here at the water utility who\u2019s a thorn in their side. You remember how they got rid of Telpisa. Hanichenko realized he was on the wrong track with these thugs and resigned. Then other specialists left: Tantsiura, Kulakov, Ababilov\u2026 The newcomers dream of getting rid of me because they need to make money, and I keep bringing one criminal case after another against them. I report Pavlii and his wife\u2019s conflict of interest to NACP and the police. Iziumov signs off on conflict-of-interest resolution documents with his left foot.<br \/>\nThe next obstacle for Iziumov and Pavlii is the experienced and principled deputy director for project implementation, Viktor Pisotskyi. They don\u2019t have the brains to outsmart a PhD. They don\u2019t pay him the same salary as the other deputy directors, who have fallen at their feet on all fours. And they are also starting to mentally torment him.<br \/>\nAnd today, 03.11.2026, Pavlii showed his rotten core. He comes into Pisotskyi\u2019s office and starts throwing his weight around, claiming that Pisotskyi had asked about his wife\u2019s work without justification. In a display of aggression, Pavlii began striking Pisotskyi in the face and body with his hands and feet, hitting him particularly dangerously in the chest with his fist. Just last year, Pisotskyi underwent open-heart surgery, and his chest is permanently secured with staples. Because of this, he has many physical limitations. He has a disability and must not get stressed or exert himself physically, let alone be beaten. And, in general, he is an intelligent person, respected at the company. He regularly works with foreigners and banks, and speaks a foreign language fluently when communicating with donors. He has never been known for aggression, and with his condition, an incident like this could be fatal.<br \/>\nAfter the incident, Pisotskyi went to Iziumov\u2019s office with a bloody face and explained what had happened. The director said he would send Pavlii on leave for a while to sort out the conflict. What an outstanding managerial decision)))<br \/>\nPisotskyi began to feel unwell \u2014 his blood pressure and heart rate shot up, as he has CHF. The girls called an ambulance and took him to the company\u2019s medical unit. They called 102 to report the incident to the police. Pavlii got scared, quickly got behind the wheel of his car, and drove to the emergency department at the City Emergency Hospital (BSMP). He told the doctors that Pisotskyi had beaten him. A real strategist)))<br \/>\nHellooo, Iziumov, why didn\u2019t Pavlii go on leave? Yes, he also had marks on his face because, supposedly, he banged his head against the corner of the door while Pisotskyi was defending himself. His glasses, which were on his face, injured his eyebrow or the area near his eye. He rushed to the emergency department because he knows that when both parties have bodily injuries, there\u2019s a chance of getting off the hook. But not this time)))<br \/>\nWhat does Iziumov say? He says Pisotskyi hit Pavlii first))) Yeah, right\u2026 Pavlii came to his office to confront him, not to have a chat in English, and Pisotskyi suddenly decided to beat him up???<br \/>\nSomething tells me Iziumov will try to bargain with Pisotskyi, because he and Pavlii read like an open book when it comes to Donetsk-style backroom deals. He\u2019ll start pressuring his subordinate to withdraw his police report in exchange for Pavlii withdrawing his too. But there\u2019s a catch))))<br \/>\nThe person who is supposed to be responsible for safety at the company is the one creating the danger. And this isn\u2019t Pavlii\u2019s first incident with employees. His rudeness, boorishness, and contemptuous attitude toward people are already familiar to nearly everyone at the water utility. This is the first case of physical violence at the company, brought in by the \u201cnew\u201d team under Montavon\u2019s protection.<br \/>\nAll of this could have been prevented six months ago, or even earlier, if it weren\u2019t for the lady from Germany and the city authorities\u2019 willingness to let this happen. I\u2019ll tell you sometime about the contest for general director that Montavon ran with her supervisory board. Iziumov should have been the first candidate disqualified just for appearing on the Myrotvorets website, never mind the pile of other compromising information, unlike the other \u201cclean\u201d candidates.<br \/>\nOleksandr Fedorovych, in my view, to preserve your standing with the community, if not Iziumov, then at least Andrii Pavlii, along with his wife, Illiushka Miroshnychenko, and Iziumov\u2019s wife should leave their positions and stop breeding corruption in municipal companies.<br \/>\nThough who am I talking to))))) Maybe the concerned residents of Mykolaiv.<\/p><\/blockquote>\n<p>The post\u2019s author also alleged that the new employees receive high salaries, described staffing changes, and said that a number of specialists had left. He discussed previous disagreements with the water utility\u2019s management and said he had sent reports about a possible conflict of interest to the <strong>National Agency on Corruption Prevention<\/strong> and the police.<\/p>\n<p><strong>Ihor Bloshko<\/strong> called on the city authorities to pay attention to the situation at the municipal company. In his view, <strong>Hennadii Iziumov<\/strong>, <strong>Andrii Pavlii<\/strong>, and some other employees should leave their positions.<\/p>\n<p>In <strong>September<\/strong>, <strong>Hanna Montavon<\/strong> announced her intention to step down as chair of the supervisory board of <strong>Mykolaivvodokanal MNE<\/strong>.
