Deputies of the Mykolaiv City Council<\/strong> approved the land management project and transferred five plots of land<\/strong> in the Korabelnyi District<\/strong> to the Department of Municipal Economy for permanent use. The decision was adopted on October 29<\/strong>, 2026, during a City Council session<\/a>.<\/p>\n

The land is located on Bohoyavlenskyi Avenue<\/strong>. Its designated use is the construction and maintenance of residential buildings, utility buildings, and structures. According to information presented during the session, the five plots have a total area of 2,500 sq. m<\/strong>, or 500 sq. m<\/strong> each. During consideration of the matter, City Council Secretary Dmytro Falko<\/strong> proposed putting it to a separate vote. He explained that the decision was important and urgent, because the donors\u2019 continued participation in the housing project depended on the land being formally registered. The secretary recalled that at the previous meeting, councillors had already approved the preparation of land management documentation. The project was now ready, so the city needed to complete the land registration process.<\/p>\n

“The urgency is that donors are involved, and we need to make sure they have enough time,” explained Dmytro Falko<\/strong>.<\/p><\/blockquote>\n

Mayor Oleksandr Sienkevych<\/strong> said that the city authorities had also approached their partners with a proposal to consider building more homes<\/strong> on the site. One option would be to reduce the area of the grounds around the buildings in order to use the available land more efficiently. Oleksandr Sienkevych<\/strong> urged councillors to support the decision, stressing the need to create a comfortable residential space there:<\/p>\n

“So that it\u2019s comfortable there and feels like a little neighborhood. We\u2019re working on this, and I\u2019d ask you to support this matter urgently as well.”<\/p><\/blockquote>\n

Ultimately, the councillors voted to approve<\/strong> the land management project and transfer all five plots to the Department of Municipal Economy for permanent use.<\/p>\n

The idea of creating a modular settlement for internally displaced people in the Korabelnyi District<\/strong> has been under discussion at the City Council for several months. To carry out the project, the city authorities are engaging international partners, including the Danish organization GAU Fonden<\/strong>, which plans to fund the installation of residential buildings.<\/p>\n

Initially, a much larger area\u2014more than 3.5 hectares<\/strong>\u2014was considered for the future settlement. However, during discussions, councillors raised concerns about infrastructure: electricity, water supply, and sewerage would need to be connected to the site, and road access would also need to be addressed.<\/p>\n

On June 23, 2026<\/strong>, the land commission considered allocating land for modular housing. At the time, the proposal involved five houses<\/strong>, and commission members warned that the lack of adequate infrastructure could make the project more difficult and costly to implement. Another issue was determining who would commission the land management documentation. Initially, it was proposed that this be assigned to the municipal enterprise “Svi\u0456 Dim”<\/strong>, which is planned for reorganization. After unsuccessful votes, the councillors agreed that the Department of Municipal Economy should be responsible for registering the land. It is the signatory to the memorandum with the Danish organization GAU Fonden.<\/strong><\/p>\n

On August 6, 2026<\/strong>, the City Council authorized the department to prepare a land management project for five plots<\/strong>. At that time, the documents listed an estimated total area of 3,250 sq. m<\/strong>\u2014approximately 650 sq. m<\/strong> per plot.<\/p>\n

On September 10, 2026<\/strong>, the mayor signed order No. 440r<\/strong>, directing that five plots<\/strong> be established on Bohoyavlenskyi Avenue<\/strong> and the necessary land management documentation prepared.<\/p>\n

It is worth noting the change in area: the August decision and September order referred to an estimated 3,250 sq. m<\/strong>, whereas the information about the decision adopted on October 29<\/strong> states that the transferred plots have a total area of 2,500 sq. m<\/strong>. Thus, the final plot dimensions differ from those specified at the beginning of the process.<\/p>\n

The provision of utility infrastructure remains a separate issue. Back in the summer, representatives of the municipal enterprise said the city would need to arrange connections to the electricity grid, water supply, and sewerage for the future homes. At the time, there was not enough funding for all the necessary work, and its cost could only be determined once the relevant projects had been prepared.<\/p>\n

Thus, the vote on October 29<\/strong> completed an important stage in the land registration process. However, transferring the plots to the department does not in itself mean that construction is about to begin: further organizational and infrastructure steps are needed before housing can be built.<\/p>\n
