October 30<\/strong>, 2026, Dnipro Mayor Borys Filatov<\/strong> reported a second blackout<\/strong> in the city. Although power workers had been working all night, the damaged power system could not withstand the load. The power outage halted the metro, trams, and trolleybuses, leaving only buses in service.<\/p>\n

The mayor urged residents to stay home if possible and specifically stressed the need to keep a water supply at home sufficient for at least one or two days<\/strong>. He also said he would not disclose any further details about the situation, but assured residents that the relevant services were working to resolve it.<\/p>\n

In his statement on October 30<\/strong>, Borys Filatov<\/strong> described the power supply situation and explained why residents should limit their travel around the city.<\/p>\n

“Unfortunately, Dnipro is experiencing another blackout. Power workers worked all night, but the system cannot withstand the strain. I will not share unnecessary details publicly. Everyone is doing everything necessary. I\u2019m simply asking all city residents: please stay home if you can, because no electric transport is operating apart from buses\u2014not the trams, trolleybuses, or the metro.<\/p>\n

And one more thing. I don\u2019t know what words to use to make people keep a water supply at home for at least one or two days in the FIFTH (!!!) year of the war\u2026”<\/p><\/blockquote>\n

According to information released about the situation in the region, previous attacks had left more than 350,000 subscribers<\/strong> in Dnipro and nearby settlements without power. On the morning of October 30<\/strong>, power workers managed to restore electricity to some consumers in Dnipropetrovsk region, but later the city of Dnipro experienced another outage.<\/p>\n

Oleksandr Hanzha<\/strong>, head of the Dnipropetrovsk Regional Military Administration, said that the city\u2019s essential services were switching to generator power. In particular, water supply and wastewater systems were operating on backup power. Restoration work is ongoing.<\/p>\n

The second blackout occurred amid Russian attacks on Dnipro and the region. City residents must contend not only with power outages, but also with the suspension of major forms of electric transport and municipal infrastructure operating on backup power.<\/p>\n

The mayor\u2019s statement once again highlighted the importance of being prepared at home for prolonged outages: a supply of drinking water, charged communication devices, and essential items at home can make a crucial difference when regular urban services are disrupted.<\/p>\n
