According to <a href=\"https:\/\/youtube.com\/live\/d6lO8Bp5WIs?si=kfL164kcXrW1Vj_u\" target=\"_blank\" rel=\"noopener\">youtube.com<\/a>.<\/p>\n<p>The community\u2019s budget forecast for <strong>2027\u20132029<\/strong> projects the following revenues:<\/p>\n<ul>\n<li><strong>2027<\/strong> \u2014 <strong>5.671 billion hryvnias<\/strong>;<\/li>\n<li><strong>2028<\/strong> \u2014 <strong>6.266 billion hryvnias<\/strong>;<\/li>\n<li><strong>2029<\/strong> \u2014 <strong>6.876 billion hryvnias<\/strong>.<\/li>\n<\/ul>\n<blockquote class=\"quote-light\"><p>\u201cWe have resumed forecasting for the next <strong>two years<\/strong>, and unfortunately, the forecast has shown that the <strong>Mykolaiv community<\/strong> does not have enough funds to operate sustainably and effectively,\u201d said <strong>Vira Sviatelyk<\/strong>.<\/p><\/blockquote>\n<p>The current projections differ significantly from last year\u2019s calculations. The city no longer expects the military personal income tax to be returned to the local budget from <strong>2027<\/strong>.<\/p>\n<blockquote class=\"quote-light\"><p>\u201cUnfortunately, last year\u2019s forecast, which said in the <strong>Ministry of Finance\u2019s<\/strong> methodological recommendations that the military <strong>personal income tax<\/strong> would be returned to us from <strong>2027<\/strong>, has not come to pass. And this year, there is no promise that it will be returned either. So we must rely exclusively on our own revenues,\u201d explained Finance Department Director <strong>Vira Sviatelyk<\/strong>.<\/p><\/blockquote>\n<p>The draft forecast identifies the following spending priorities:<\/p>\n<ul>\n<li>equipping shelters in educational institutions;<\/li>\n<li>creating safe environments for children;<\/li>\n<li>supporting the operation of municipal healthcare facilities;<\/li>\n<li>developing rehabilitation services;<\/li>\n<li>providing social support to vulnerable groups.<\/li>\n<\/ul>\n<p>These are projected financial figures for the medium term, not fixed amounts. They may be adjusted in response to the economic situation, legislative changes and the community\u2019s actual revenues.<\/p>\n<p>The current year\u2019s budget is also facing shortfalls. At a meeting of the City Council\u2019s Budget Commission, <strong>Vira Sviatelyk<\/strong> reported that the revenue side of <strong>Mykolaiv\u2019s<\/strong> budget had fallen short by <strong>66 million hryvnias<\/strong> for <strong>January\u2013September 2026<\/strong>. Spending during this period was at <strong>82%<\/strong> of the planned amount.<\/p>\n<blockquote class=\"quote-light\"><p>\u201cI have a fundamental question. This year\u2019s budget was essentially turned into a budget for the bright future of municipal enterprises. I\u2019d like to hear how effective that option has been,\u201d said council member <strong>Olena Kiselova<\/strong> (<strong>European Solidarity<\/strong>).<\/p><\/blockquote>\n<p>The council member asked for actual expenditure figures for <strong>2026<\/strong> and projections for the coming years for:<\/p>\n<ul>\n<li>municipal enterprises;<\/li>\n<li>City Council executive bodies;<\/li>\n<li>municipal institutions.<\/li>\n<\/ul>\n<p><strong>Olena Kiselova<\/strong> also asked specifically about funding for equipping and repairing shelters.<\/p>\n<p>Mayor <strong>Oleksandr Sienkevych<\/strong> had instructed chief budget administrators to review their needs through the end of the year and forgo funding they would not be able to use. However, none of them gave up the allocated funds.<\/p>\n<p>In early <strong>October 2026<\/strong>, <strong>Mykolaiv<\/strong> made its <strong>third<\/strong> appeal to the <strong>Verkhovna Rada<\/strong> and the <strong>Cabinet of Ministers<\/strong>, requesting <strong>819.1 million hryvnias<\/strong> for urgent needs through the end of the year.<\/p>\n<p>The city\u2019s stated needs included:<\/p>\n<ul>\n<li>water supply and heating \u2014 <strong>412.7 million hryvnias<\/strong>, the largest amount;<\/li>\n<li>salaries for employees of publicly funded institutions \u2014 <strong>138.8 million hryvnias<\/strong>;<\/li>\n<li>utility bills and energy costs \u2014 <strong>106.3 million hryvnias<\/strong>;<\/li>\n<li>passenger transport by electric transit \u2014 <strong>96.7 million hryvnias<\/strong>.<\/li>\n<\/ul>\n<p>According to <strong>Oleksandr Sienkevych<\/strong>, reviewing expenditure during the year made it possible to save around <strong>481 million hryvnias<\/strong>. However, those savings were not enough to fully cover the community\u2019s needs.<\/p>\n<p>Delays in budget payments by the <strong>Treasury<\/strong> have created an additional problem. According to the city authorities, as of <strong>October 12<\/strong>, invoices totaling more than <strong>370 million hryvnias<\/strong> remained unpaid.
