Former head of the Mykolaiv City Council\u2019s Department of Physical Culture and Sports Oleh Valeriiovych Mashkin<\/strong> was punished by the courts twice for refusing to take a test for alcohol intoxication. In 2021<\/strong>, he caused a road accident, left the scene, and, after being pursued by patrol officers, refused an alcohol test. During the full-scale war, on March 25, 2023<\/strong>, he was stopped again while driving a Toyota RAV4, with police recording signs of intoxication. He refused to take a test again.<\/p>\n

In two rulings, the courts imposed a fine of UAH 17,000 each<\/strong> and a one-year driving ban each<\/strong>. This is confirmed by the records in case No. 490\/5039\/21 from 2021<\/a> and case No. 489\/1405\/23 from 2023<\/a>. The participant\u2019s name in the latter case is also listed in the official case tracking record: Mashkin Oleh Valeriiovych<\/strong>.<\/p>\n

2021: Collision with a Daewoo Lanos and leaving the scene<\/h2>\n

According to the ruling issued by the Central District Court of Mykolaiv<\/strong> on October 28, 2021<\/strong>, the accident occurred on June 11, 2021<\/strong>, at about 11:45<\/strong> at the intersection of Inzhenerna and Nikolska streets.<\/p>\n

The Toyota RAV4 driver was traveling along Inzhenerna Street, which was a minor road at that intersection, and failed to yield to a Daewoo Lanos traveling on the main road. The Daewoo driver tried to avoid the collision, but the vehicles collided and sustained mechanical damage.<\/p>\n

After the crash, the Toyota driver did not stop and drove away from the scene.<\/strong> The Daewoo driver\u2019s written statement said that a patrol car traveling behind them began pursuing the Toyota. The Toyota RAV4\u2019s license plate<\/strong> fell off during the collision and was left at the scene.<\/p>\n

The Toyota was later stopped on Spaska Street near building No. 45-A<\/strong>. While speaking with the driver, patrol officers noted an odor of alcohol on his breath, pronounced trembling of his fingers, and impaired speech.<\/p>\n

He refused both the \u201cDrager\u201d test and a hospital examination<\/h2>\n

Law enforcement officers offered the driver a roadside test using a \u201cDrager\u201d breathalyzer, but he refused. He also refused the proposed examination at a medical facility. His refusal was recorded on a patrol officer\u2019s body camera.<\/p>\n

Police drew up three administrative reports: under Article 124 of the Code of Ukraine on Administrative Offenses<\/strong> (causing damage to vehicles as a result of violating traffic rules), Article 122-4<\/strong> (leaving the scene of a road accident), and Part 1 of Article 130<\/strong> (refusing an examination for intoxication).<\/p>\n

The driver did not appear at the court hearing, but submitted statements dated October 12, 2021<\/strong>, in which he agreed with the circumstances of the offenses as presented and asked the court to consider the case materials in his absence.<\/p>\n

The court examined the reports, the accident diagram, the participants\u2019 written statements, and footage from the police officer\u2019s body camera. Judge Ivan Dirko<\/strong> found the driver guilty under all three articles and imposed a UAH 17,000 fine<\/strong>, a one-year driving ban<\/strong>, and UAH 475.80 in court fees<\/strong>.<\/p>\n

The ruling specifically took into account the dangerous nature of the driver\u2019s actions: causing the accident, leaving the scene, being pursued by police, and subsequently refusing a lawful examination.<\/p>\n

2023: Back behind the wheel of a Toyota RAV4 showing signs of intoxication during the war<\/h2>\n

The first fine and driving ban were not the former head of the city\u2019s sports department\u2019s last punishment. On March 25, 2023<\/strong>, during Russia\u2019s full-scale invasion, patrol officers stopped his Toyota RAV4 at about 10:20<\/strong> at 1\/1<\/strong> Myru Avenue in Mykolaiv<\/strong>.<\/p>\n

According to the ruling issued by the Leninskyi District Court of Mykolaiv<\/strong> on June 12, 2023<\/strong>, police noticed that the driver had an odor of alcohol on his breath, pronounced trembling of his fingers, and a marked change in the color of his facial skin<\/strong>. He again refused to undergo an alcohol intoxication test in the manner prescribed by law.<\/p>\n

The court examined the video recording and the administrative case materials. The driver did not attend the court hearings, although he was summoned twice. Judge Hennadii Kostiuchenko<\/strong> found a violation of Part 1 of Article 130 of the Code of Ukraine on Administrative Offenses<\/strong> proven and imposed a UAH 17,000 fine<\/strong> and a one-year ban on driving vehicles<\/strong>. The court also ordered him to pay UAH 536.80 in court fees<\/strong>.<\/p>\n

The official case status record lists case No. 489\/1405\/23<\/strong>, proceedings No. 3\/489\/855\/23<\/strong>, and the person held administratively liable as Mashkin Oleh Valeriiovych<\/strong>. The record also shows that the case entered the enforcement stage on June 22, 2023<\/strong>. This indicates procedural progress in the case, but does not in itself confirm that the fine was actually paid.<\/p>\n

Still working in municipal sports after two court punishments<\/h2>\n

Oleh Mashkin<\/strong> is a former head of the Mykolaiv City Council\u2019s Department of Physical Culture and Sports and a Merited Master of Sports of Ukraine in boxing. He left the department in March 2021<\/strong>, before the first recorded incident. He later worked at municipal Sports School No. 6<\/strong>. As of October 2026<\/strong>, he was listed as the school\u2019s deputy director and a boxing coach.<\/p>\n

Thus, the two separate court rulings provide for UAH 34,000 in fines in total<\/strong> and two separate one-year driving bans<\/strong>. The first offense occurred before the full-scale war; the second took place during it. The available materials do not indicate whether the leadership of the municipal sports sector conducted an internal review of these incidents.<\/p>\n
