By a ruling dated <strong>October 15, 2026<\/strong>, the <strong>High Anti-Corruption Court (HACC)<\/strong> closed the proceedings against them.<\/p>\n<p>The charges against the defendants in this part of the case were as follows:<\/p>\n<ul>\n<li><strong>Vissarion Kim<\/strong> was accused of organizing the abuse of office by plant employees.<\/li>\n<li>His son, <strong>Artem Kim<\/strong>, was accused of aiding and abetting abuse of office.<\/li>\n<li>The plant\u2019s former deputy CEO, <strong>Volodymyr Bohatchuk<\/strong>, was also accused of aiding and abetting abuse of office.<\/li>\n<\/ul>\n<p><strong>Vissarion Kim<\/strong> headed the <strong>South Ukraine Nuclear Power Plant<\/strong> branch of <strong>Energoatom National Nuclear Energy Generating Company<\/strong> from <strong>January 2007<\/strong> to <strong>August 2012<\/strong>.<\/p>\n<p>According to the prosecution, <strong>Energoatom<\/strong> suffered losses in <strong>two<\/strong> episodes:<\/p>\n<ul>\n<li>The episode concluded on <strong>February 5, 2013<\/strong> involved alleged losses of <strong>more than UAH 10.5 million<\/strong>.<\/li>\n<li>The episode concluded on <strong>November 13, 2013<\/strong> involved alleged losses of <strong>more than UAH 17.4 million<\/strong>.<\/li>\n<\/ul>\n<p><strong>More than ten years<\/strong> have passed since the alleged offenses were completed: the statute of limitations for criminal prosecution expired in <strong>2023<\/strong>. All <strong>three<\/strong> defendants agreed to be released from liability on this basis.<\/p>\n<blockquote class=\"quote-light\"><p>\u201cIn these criminal proceedings, the court found no circumstances indicating grounds to suspend or interrupt the statute of limitations, as provided for in <strong>Parts 2 and 3 of Article 49 of the Criminal Code of Ukraine<\/strong>,\u201d the <strong>HACC<\/strong> ruling states.<\/p><\/blockquote>\n<p>In addition to closing the proceedings against these defendants, the court lifted the seizure of <strong>Artem Kim\u2019s<\/strong> house and apartment. The property had been under seizure since <strong>January 2018<\/strong>.<\/p>\n<p>The purchase of industrial air-conditioning systems was also investigated at the <strong>South Ukraine Nuclear Power Plant<\/strong>. According to investigators, in <strong>2011\u20132012<\/strong>, the plant\u2019s head of production and technical procurement department, <strong>Dmytro Sokolov<\/strong>, helped <strong>two<\/strong> commercial entities win tenders held by the plant. Investigators believed the equipment was supplied at inflated prices, causing the state losses of <strong>more than UAH 12.3 million<\/strong>.<\/p>\n<p>The first reports of possible embezzlement appeared in <strong>May 2014<\/strong>, following an audit by the <strong>State Financial Inspection in Mykolaiv Oblast<\/strong>.<\/p>\n<p>In <strong>2021<\/strong>, law enforcement authorities notified the following individuals of suspicion:<\/p>\n<ul>\n<li><strong>Dmytro Sokolov<\/strong>, head of the production and technical procurement department at the <strong>South Ukraine Nuclear Power Plant<\/strong>;<\/li>\n<li>the de facto head of <strong>two<\/strong> companies, whom investigators considered an accomplice.<\/li>\n<\/ul>\n<p>The men are charged under <strong>Part 5 of Article 191 of the Criminal Code of Ukraine<\/strong>.
