The restrictions apply, in particular, to companies whose products are used to manufacture weapons and military equipment. Information about the decision was published on the <strong>Office of the President<\/strong> website.<\/p>\n<p>The first list includes <strong>51 individuals<\/strong> and <strong>44 legal entities<\/strong> involved in the production of <strong>Iskander<\/strong>, <strong>Kalibr<\/strong>, <strong>Kh-101<\/strong> and <strong>Kinzhal<\/strong> missiles. These include suppliers of raw materials, equipment and tools used to manufacture long-range weapons.<\/p>\n<p>This sanctions list also includes:<\/p>\n<ul>\n<li><strong>G. S. Petrov Institute of Plastics<\/strong>;<\/li>\n<li><strong>Kometa<\/strong> Corporation for Special-Purpose Space Systems;<\/li>\n<li><strong>VitaReaktiv<\/strong>;<\/li>\n<li><strong>Promenergo<\/strong>;<\/li>\n<li><strong>Kirov Biochemical Plant<\/strong>;<\/li>\n<li><strong>D. I. Mendeleev All-Russian Research Institute for Metrology<\/strong>.<\/li>\n<\/ul>\n<p>Another package of restrictions targets <strong>32 Russian citizens<\/strong> and <strong>35 Russian companies<\/strong>. They supply the <strong>Russian Federation\u2019s<\/strong> military-industrial complex with industrial equipment, tools, electronics and raw materials.<\/p>\n<p>Companies on this list include:<\/p>\n<ul>\n<li><strong>Gagaring<\/strong> \u2014 specializes in communications and control systems for <strong>FPV drones<\/strong>;<\/li>\n<li><strong>Virgin-EC<\/strong> \u2014 supplies the Russian military with foreign-made electronic components;<\/li>\n<li><strong>Pressmash<\/strong> machine-tool association \u2014 supplies metalworking machines to manufacturers of <strong>Kh-101<\/strong> and <strong>Kh-59<\/strong> missiles and <strong>Orion<\/strong> drones.<\/li>\n<\/ul>\n<p>Sanctions have also been imposed on companies belonging to the <strong>Rusal<\/strong> industrial group that are involved in the production of military aircraft, armored vehicles, missile weapons and drones.<\/p>\n<p>According to the <strong>Office of the President<\/strong>, from <strong>April 2024<\/strong> to <strong>March 2025<\/strong>, <strong>United Company Rusal Trading House<\/strong> and the <strong>Rusal Taishet Aluminum Plant<\/strong> imported nearly <strong>150 million rubles<\/strong> worth of alumina into <strong>Russia<\/strong>. This raw material was used to manufacture the listed types of military equipment and weapons.<\/p>\n<p>In <strong>Mykolaiv Oblast<\/strong>, the <strong>Mykolaiv Alumina Plant (MHP)<\/strong> is associated with the <strong>Rusal<\/strong> group. The state confiscated the plant from Russian oligarch <strong>Oleg Deripaska<\/strong> and transferred it to the management of the <strong>State Property Fund<\/strong>.<\/p>\n<p>The plant has been out of operation since <strong>2022<\/strong>, but funds are needed to maintain its equipment, production facilities and <strong>two red mud ponds<\/strong>. According to the <strong>State Environmental Inspectorate<\/strong>, they contain <strong>49.4 million tonnes<\/strong> of red mud.<\/p>\n<p>On <strong>April 26, 2026<\/strong>, strong winds <a href=\"https:\/\/korabelov.info\/en\/2026\/04\/584929\/red-sludge-from-the-mgz-once-again-attacked-nearby-villages-from-the-air\/\" target=\"_blank\" rel=\"noopener\">spread red mud from the plant\u2019s storage ponds across nearby settlements<\/a> near <strong>Mykolaiv<\/strong>. The regional military administration later said the situation had been contained.<\/p>\n<p>After the storm, on <strong>April 29, 2026<\/strong>, environmentalist <strong>Lyudmyla Hryhorieva<\/strong> <a href=\"https:\/\/korabelov.info\/en\/2026\/04\/585626\/the-episode-exacerbated-the-problem-an-ecologist-warned-about-the-danger-of-dust-from-mgz-tailings-ponds\/\" target=\"_blank\" rel=\"noopener\">warned about the danger posed by dust from the red mud ponds<\/a>. She explained that inhaling it could aggravate chronic respiratory diseases.<\/p>\n<p>In <strong>May 2026<\/strong>, the <strong>State Environmental Inspectorate<\/strong> reported that the plant\u2019s dust suppression system was operating at just <strong>70%<\/strong>. Damaged equipment and difficulties maintaining it had led to repeated dust incidents at the tailings fields.<\/p>\n<p><strong>Vitaliy Kim<\/strong> also spoke about sending samples of the tailings to <strong>South Korea<\/strong> to determine whether they could be used for road repairs. However, he did not specify whether the samples were specifically red mud from the <strong>MHP<\/strong>.<\/p>\n<p>After visiting the plant, Deputy Minister of Economy of Ukraine <strong>Daria Marchak<\/strong> described its tailings fields as a separate asset that could interest potential investors. She noted that the accumulated waste requires special attention to environmental safety, but could also have commercial value during the future privatization of the plant.<\/p>\n<p>An auction to sell the <strong>Mykolaiv Alumina Plant<\/strong> is <a href=\"https:\/\/korabelov.info\/en\/2026\/10\/625000\/selling-doesn-t-mean-restarting-is-the-fund-speculating-on-the-privatization-of-mykolaiv-alumina-plant\/\">planned<\/a> for the <strong>first quarter of 2027<\/strong>. The original deadline \u2014 the end of <strong>2026<\/strong> \u2014 was postponed because preparations are underway to privatize the entire portfolio of confiscated assets. According to <strong>Dmytro Natalukha<\/strong>, both Ukrainian and foreign investors have expressed interest in the plant.<\/p>\n<p>The <strong>State Property Fund<\/strong> has yet to decide whether the red mud ponds will be included in the sale along with the plant.
