A discussion has erupted in Mykolaiv’s Korabelnyi District over whether children can play football on the basketball court near building No. 285 on Bohoyavlenskyi Avenue. The issue was sparked by a notice in which the board of the “Bohoyavlenskyi 285” condominium association said it had contacted the head of the Korabelnyi District Administration and outlined the conditions for using the sports court.

According to the document, the appeal to the district administration was sent on September 14, 2026, under reference No. KO-561/KV. Residents asked that the basketball court be used for its intended purpose: they said that during football games, there were loud shouts, a ball unsuitable for this type of surface was used, and the constant disturbance kept residents from resting comfortably in their homes. The notice also includes a response from the Korabelnyi District Administration dated October 7, 2026. According to the response, the basketball court may be used for futsal under certain conditions.

In particular, the document says that, because of noise from football games, the court’s use for this purpose must be approved by a majority of the building’s residents. It also notes that building regulations recommend locating sports courts at least 10–20 meters from residential windows to reduce noise.

Other conditions include the need for a 4–6-meter-high mesh fence around the perimeter to protect the building’s windows and parked cars and prevent balls from accidentally hitting them. The recommended playing surface is artificial turf or a specialized rubber surface. The notice also emphasizes the use of a low-bounce ball — Futsal/Low Bounce — which, according to the notice, should reduce noise and make the ball easier to control on a hard surface.

Meanwhile, a Korabelnyi District resident reacted sharply to the situation. He stressed that during the full-scale war, children are already under considerable emotional strain every day, while remote learning limits their usual opportunities to socialize and enjoy active recreation.

In his post, he expressed outrage at the restrictions on children’s games and urged neighbors to treat one another with more kindness.

“To say I’m shocked is an understatement. There’s a war in the country, children are under severe emotional strain every day, and their classes are online. And now they’re simply being forbidden from playing on the court. Let’s be kinder to one another and remain human!!!”

In another post, the author raised the question of how adults treat children playing on the court and described cases in which, he said, they may be reprimanded in an insulting manner.

“And the most interesting thing is that the people imposing the ban might come out, pull a child by the ears and call them names.”

The situation has therefore gone beyond noise and the rules for using the sports court. It has raised a broader question: how to balance residents’ right to peace and quiet in their homes with children’s need for exercise, socializing and recreation, especially during wartime.

At the same time, the condominium association’s notice does not impose a direct, unconditional ban on playing football: it lists the conditions under which the court may be used for futsal. The question is how these requirements will be implemented in practice and whether residents can reach an agreement without conflicts with children and their parents.
