The case was reported by the <strong>Office of the Prosecutor General<\/strong>. According to <a href=\"https:\/\/gp.gov.ua\/ua\/posts\/kapitanu-rosiiskogo-sudna-povidomleno-pro-pidozru-u-vojennomu-zlocini-cerez-vivezennya-ponad-54-tis-tonn-ukrayinskogo-zerna\" target=\"_blank\" rel=\"noopener\">gp.gov.ua<\/a>.<\/p>\n<p>The investigation established that the shipments took place in <strong>November 2022<\/strong> and <strong>January 2023<\/strong>: the captain transported the grain from occupied <strong>Sevastopol<\/strong> to the Syrian port of <strong>Latakia<\/strong>. The Russians stole the wheat from temporarily occupied territories of <strong>Ukraine<\/strong> and then passed it off as Russian-produced goods.<\/p>\n<p>According to the <strong>Security Service of Ukraine<\/strong>, the route was concealed by switching off the vessel\u2019s automatic identification system, <strong>AIS<\/strong>. The captain also provided false information about the vessel\u2019s location.<\/p>\n<p>Acting Prosecutor General <strong>Anton Kovalskyi<\/strong> explained the significance of the case in establishing the legal basis for assessing such shipments:<\/p>\n<blockquote class=\"quote-light\"><p>\u201cFor the first time in <strong>Ukraine<\/strong>, a legal approach has been developed and applied in practice that makes it possible to classify a vessel captain\u2019s participation in transporting grain illegally seized in occupied territory as a war crime,\u201d said Acting Prosecutor General <strong>Anton Kovalskyi<\/strong>.<\/p><\/blockquote>\n<p>According to him, the significance of this case goes beyond charging a specific captain. To hold those involved accountable, investigators must prove the grain\u2019s origin, the circumstances of its theft and transportation, and each participant\u2019s role. The official also stressed that occupation does not give <strong>Russia<\/strong> the right to appropriate Ukrainian property and resources.<\/p>\n<p>Evidence in the case was gathered by:<\/p>\n<ul>\n<li>prosecutors from the <strong>Office of the Prosecutor General<\/strong>;<\/li>\n<li>investigators and operations officers of the <strong>Security Service of Ukraine<\/strong>;<\/li>\n<li>international experts.<\/li>\n<\/ul>\n<p>The <strong>SSU<\/strong> said it is continuing efforts to hold the captain accountable and identify other participants in the scheme.<\/p>\n<p>The transportation of stolen grain is also an issue on European transit routes. Recently, leaders of the <strong>European Union<\/strong> called for preventing grain that <strong>Russia<\/strong> transports from temporarily occupied territories of <strong>Ukraine<\/strong> from being exported through the territory of the <strong>EU<\/strong>.<\/p>\n<p><strong>Latvia<\/strong> has already stepped up inspections of grain shipments from third countries to prevent grain stolen by the Russians from occupied Ukrainian territories from being transported through its territory. Earlier, the country banned imports of Russian and Belarusian agricultural products and animal feed. Separately, on <strong>September 24<\/strong>, the Latvian parliament, the <strong>Saeima<\/strong>, called on the government to develop rules to stop the import and transit of Russian and Belarusian grain.<\/p>\n<p><strong>Latvia\u2019s<\/strong> parliament explained that restrictions on Russian shipping in the <strong>Black<\/strong> and <strong>Azov Seas<\/strong> have led the <strong>Russian Federation<\/strong> to reroute some of its grain transit through the <strong>Baltic region<\/strong>.
