The case concerns the official\u2019s free accommodation in an apartment owned by another person. The information was published on the NACP\u2019s official website. The protocol is dated <strong>July 10, 2026<\/strong>. It was drawn up under <strong>Article 172-5 of the Code of Ukraine on Administrative Offenses<\/strong>, which provides for liability for violating statutory restrictions on receiving gifts. The article stipulates a fine of <strong>UAH 1,700 to 3,400<\/strong>, with confiscation of the gift. The case is to be heard by the Central District Court of <strong>Mykolaiv<\/strong>.<\/p>\n<p>According to MykVisti, the protocol was drawn up because Lukov had been using an apartment owned by another person free of charge. <strong>Vitalii Lukov<\/strong> has listed the right to use this residence in his annual declarations since <strong>2023<\/strong>. The NACP regarded this free accommodation as a gift. In his <strong>2025<\/strong> declaration, the deputy mayor reported a salary of more than <strong>UAH 1 million<\/strong> from his official position. He also received <strong>UAH 3,000<\/strong> from a trade union and <strong>UAH 9,300<\/strong> from the EcoClub public organization. These amounts were declared as additional benefits.<\/p>\n<p>The official\u2019s wife earned just over <strong>UAH 500,000<\/strong> in <strong>2025<\/strong>, working at two medical facilities in <strong>Voznesensk<\/strong>. It is not yet known what value the NACP assigned to the free use of the apartment when assessing the circumstances.
