At the same time, <strong>four<\/strong> regions have remained at the top for the number of such complaints for several years in a row. The situation was described in an interview by <strong>Dmytro Lubinets<\/strong>, the Ukrainian Parliament\u2019s Commissioner for Human Rights.<\/p>\n<p>The regions with the highest number of complaints about possible violations by <strong>TRSSC<\/strong> employees are:<\/p>\n<ul>\n<li><strong>Odesa Oblast<\/strong>;<\/li>\n<li><strong>Dnipropetrovsk Oblast<\/strong>;<\/li>\n<li><strong>Lviv Oblast<\/strong>;<\/li>\n<li><strong>Zakarpattia Oblast<\/strong>.<\/li>\n<\/ul>\n<p>The ombudsman called these regions a kind of \u201cdisgraceful four,\u201d whose membership is repeated year after year. He drew particular attention to <strong>Zakarpattia<\/strong>, where the number of complaints had steadily increased over several years.<\/p>\n<blockquote class=\"quote-light\">\n<p>\u201cWe linked this to the work of the head of the regional <strong>TRSSC<\/strong>. Moreover, criminal proceedings were opened based on materials, including those from our institution,\u201d said <strong>Dmytro Lubinets<\/strong>.<\/p>\n<\/blockquote>\n<p>According to the ombudsman, in <strong>2025<\/strong>, employees of the <strong>Security Service of Ukraine<\/strong> searched the head of the <strong>Zakarpattia Regional TRSSC<\/strong>. During the investigative actions, a significant amount of cash in foreign currency was allegedly found at the official\u2019s workplace.<\/p>\n<p><strong>Lubinets<\/strong> claims that the head was dismissed, but later reinstated in the same position, this time as acting head.<\/p>\n<p><strong>Dmytro Lubinets<\/strong> considers violations of citizens\u2019 rights during mobilization measures to be a systemic problem.
