On Monday, <strong>October 12, 2026<\/strong>, the <strong>Verkhovna Rada of Ukraine<\/strong> adopted the document in <strong>first reading<\/strong> and in full. The president signed the law the same day. According to <a href=\"https:\/\/rada.gov.ua\/news\/razom\/275837.html\" target=\"_blank\" rel=\"noopener\">rada.gov.ua<\/a>.<\/p>\n<p>Information about the law\u2019s adoption and signing is available on the parliament\u2019s website and in the bill\u2019s record. The bill is <strong>No. 16119<\/strong>, titled <strong>\u201cOn Amendments to Certain Laws of Ukraine Regarding the Educational Rights of Indigenous Peoples of Ukraine and Persons Belonging to National Minorities (Communities) of Ukraine\u201d<\/strong>.<\/p>\n<p>The new provisions cover several areas:<\/p>\n<ul>\n<li>They expand the use of the languages of national minorities that are official languages of the <strong>European Union<\/strong>, as well as the languages of indigenous peoples of <strong>Ukraine<\/strong>, in education and communication in educational institutions.<\/li>\n<li>They define the status of the relevant general secondary education institutions.<\/li>\n<li>They provide for national history, culture, and traditions to be taken into account in educational programs.<\/li>\n<li>They guarantee the opportunity to continue studying in the relevant language if an educational institution is reorganized or closed.<\/li>\n<li>They provide for improvements to the conditions for conducting the <strong>External Independent Evaluation<\/strong>.<\/li>\n<\/ul>\n<blockquote class=\"quote-light\"><p>\u201cThe law is intended to ensure an appropriate level of proficiency in the state language while preserving the linguistic and cultural identity of national minorities (communities) of <strong>Ukraine<\/strong> and indigenous peoples of <strong>Ukraine<\/strong>,\u201d the <strong>Verkhovna Rada<\/strong> explained.<\/p><\/blockquote>\n<p>After the document was adopted, talks were also held with the Hungarian side, represented by <strong>Hungary\u2019s<\/strong> Minister of Foreign Affairs, <strong>Anita Orb\u00e1n<\/strong>.<\/p>\n<blockquote class=\"quote-light\"><p>\u201cWe welcome the successful implementation of the agreements between <strong>Ukraine<\/strong> and <strong>Hungary<\/strong>. Foreign Ministers <strong>Andrii Sybiha<\/strong> and <strong>Anita Orb\u00e1n<\/strong> held talks on the sidelines of a meeting of the <strong>EU Foreign Affairs Council<\/strong>. The head of the <strong>Ministry of Foreign Affairs<\/strong> informed her counterpart about the adoption of provisions on national minority education by the Ukrainian parliament. <strong>Ukraine<\/strong> expects <strong>two<\/strong> negotiating clusters to be opened as early as tomorrow,\u201d the <strong>Ministry of Foreign Affairs of Ukraine<\/strong> said in a statement.<\/p><\/blockquote>\n<p>Earlier, <strong>in early October<\/strong>, <strong>Anita Orb\u00e1n<\/strong> welcomed the submission of the bill on the educational rights of national minorities to the <strong>Verkhovna Rada of Ukraine<\/strong>.
