The company director is suspected of embezzling public funds during the reconstruction of a critical infrastructure facility, while the official is suspected of negligence in office. According to the investigation, losses to the state budget exceeded <strong>61 million hryvnias<\/strong>.<\/p>\n<p>The work was carried out under a contract between the <strong>Recovery and Infrastructure Development Service in the Mykolaiv region<\/strong> and the Kyiv-based LLC. The company was to reconstruct a critical infrastructure facility.<\/p>\n<p>The investigation found that from <strong>March 2024<\/strong> to <strong>August 2025<\/strong>, the director, knowing the actual cost of the material used, entered knowingly false information about its price in official documents. After entering this information, she signed acceptance certificates for completed construction work and statements of its cost.<\/p>\n<p>An official of the <strong>Recovery Service<\/strong> was authorized to accept the work and sign documents on behalf of the client. According to the investigation, he failed to properly verify the scope and cost of the work, or its compliance with the contract and the design and estimate documentation.<\/p>\n<p>In particular, the official did not check whether the material\u2019s cost had been calculated correctly, ensure the necessary monitoring of its price, or apply the contractually stipulated measures for checking the contractor\u2019s documents. The certificates he signed became the basis for transferring public funds to the company. The investigation links losses exceeding <strong>61 million hryvnias<\/strong> to the director\u2019s actions and the official\u2019s improper performance of his duties.<\/p>\n<p>The following agencies are involved in exposing and investigating the case:<\/p>\n<ul>\n<li>investigators from the Main Directorate\u2019s regional investigative department of <strong>Mykolaiv police<\/strong> \u2014 investigating the case;<\/li>\n<li>officers of the regional directorate of the <strong>Security Service of Ukraine<\/strong> \u2014 providing operational support;<\/li>\n<li>the <strong>Mykolaiv Regional Prosecutor\u2019s Office<\/strong> \u2014 overseeing the proceedings.<\/li>\n<\/ul>\n<p>The suspects face charges for different offenses:<\/p>\n<ul>\n<li>The director is charged with misappropriating another person\u2019s property through abuse of office under martial law and on an especially large scale, as well as issuing knowingly false official documents. The charges are under <strong>Part 5 of Article 191<\/strong> and <strong>Part 1 of Article 366<\/strong> of the <strong>Criminal Code of Ukraine<\/strong>. She faces up to <strong>12 years<\/strong> in prison, a ban on holding certain positions or engaging in certain activities for up to <strong>3 years<\/strong>, and confiscation of property.<\/li>\n<li>The official was notified of suspicion under <strong>Part 2 of Article 367<\/strong> of the <strong>Criminal Code of Ukraine<\/strong> \u2014 negligence in office resulting in grave consequences for the interests of the state. The penalty carries up to <strong>5 years<\/strong> in prison and a ban on holding certain positions or engaging in certain activities for up to <strong>3 years<\/strong>. A fine of between <strong>250<\/strong> and <strong>750 non-taxable minimum incomes<\/strong> may also be imposed, or the sentence may be applied without such a fine.<\/li>\n<\/ul>\n<p>Under the procedural supervision of the prosecutor\u2019s office, investigators have already filed motions with the court to impose preventive measures on the suspects. The question of suspending the official from his position is still being considered.
