The <strong>Ministry of Education and Science of Ukraine<\/strong> has launched a public consultation on the draft, which also includes guidelines for completing the document. The changes are intended to align the report with the updated assessment system and make information about learning progress clearer for students and parents.<\/p>\n<p>The update is part of the implementation of the <strong>\u201cNew Ukrainian School\u201d<\/strong> reform. It calls for assessing not only the knowledge students have acquired, but also the development of their competencies\u2014in particular, how they apply their knowledge and skills in practice. A common report format is intended to ensure a consistent approach to presenting students\u2019 achievements across schools. It is also intended to make it easier to configure electronic gradebooks to generate these documents automatically.<\/p>\n<p>The proposed report consists of <strong>five<\/strong> main sections:<\/p>\n<ul>\n<li><strong>\u201cLearning Outcomes\u201d<\/strong> \u2014 semester and annual grades for compulsory and elective learning components.<\/li>\n<li><strong>\u201cLearning Activity Profile\u201d<\/strong> \u2014 feedback from the homeroom teacher and recommendations regarding the student\u2019s learning activities.<\/li>\n<li><strong>\u201cInformation on Learning Progress\u201d<\/strong> \u2014 brief comments from subject teachers for each year of study.<\/li>\n<li><strong>\u201cState Final Assessment\u201d<\/strong> \u2014 a section for <strong>grade 9<\/strong> students, to be completed in cases specified by law.<\/li>\n<li><strong>\u201cPedagogical Council Decision\u201d<\/strong>.<\/li>\n<\/ul>\n<p>The guidelines explain how to complete each section and provide examples of completed reports.<\/p>\n<p>Mandatory completion of the sections is proposed to be introduced gradually. This transition is intended to give teachers time to prepare for the new requirements and developers of electronic systems time to adapt their software.<\/p>\n<p>For the <strong>2026\/2027 school year<\/strong>, the draft provides for <strong>three<\/strong> mandatory sections: learning outcomes, the learning activity profile, and the pedagogical council decision. From <strong>September 1, 2027<\/strong>, completion of all sections is proposed to become mandatory, while retaining the conditions for the state final assessment set out in law.<\/p>\n<p>The <strong>Ministry of Education and Science<\/strong> invites the following to take part in the public consultation:<\/p>\n<ul>\n<li>teachers;<\/li>\n<li>school administrators;<\/li>\n<li>parents;<\/li>\n<li>other interested parties.<\/li>\n<\/ul>\n<p>Participants are invited to check whether the instructions are clear and whether there are enough examples of how to complete the form.
