In particular, employees of the TRCs and SCS <strong>have no right to take away the phone, documents, or personal belongings<\/strong> of persons liable for military service.<\/p>\n<p>This was <a href=\"https:\/\/t.me\/dmytro_lubinetzs\/12721\">stated<\/a> on <strong>October 5, 2026<\/strong> by the Verkhovna Rada Commissioner for Human Rights <strong>Dmytro Lubinets<\/strong>, who published a video explaining how mobilization should take place in accordance with the law.<\/p>\n<p>According to the ombudsman, employees of the territorial recruitment and social support centers are allowed to:<\/p>\n<ul>\n<li>check military registration documents;<\/li>\n<li>deliver summonses and other documents in the manner prescribed by law;<\/li>\n<li>refer persons liable for military service to military medical commissions;<\/li>\n<li>maintain military records.<\/li>\n<\/ul>\n<p>At the same time, employees of the territorial recruitment and social support centers are prohibited from:<\/p>\n<ul>\n<li>using physical force and threats;<\/li>\n<li>seizing phones, documents, or personal belongings;<\/li>\n<li>ignoring a person&#8217;s right to deferment or their health condition;<\/li>\n<li>detaining a person in the premises of the centers without legal grounds.<\/li>\n<\/ul>\n<p>Lubinets emphasized that mobilization measures must be conducted in accordance with the law, not by using coercion.<\/p>\n<blockquote class=\"quote-light\"><p><em>&#8220;I have repeatedly stressed: the legacy of the previous leadership of the Ministry of Defense must not be repeated.
