The <strong>European Commission<\/strong> proposes to provide for such conditions as part of the <strong>European Union<\/strong> enlargement reform. According to <a href=\"https:\/\/ft.com\/content\/8463aa5f-d9c0-46f4-bd58-a7f1ee5a83ca?syn-25a6b1a6=1\" target=\"_blank\" rel=\"noopener\">ft.com<\/a>.<\/p>\n<p>The proposals are written about by the <strong>Financial Times<\/strong>, citing an internal document of the <strong>European Commission<\/strong>. It is still a draft, not adopted rules: according to the publication, senior commission officials are discussing it ahead of the planned approval on <strong>Tuesday<\/strong>.<\/p>\n<p>The restrictions are intended to reassure current <strong>EU<\/strong> members who fear competition from large volumes of Ukrainian grain and oilseed products. Among these countries:<\/p>\n<ul>\n<li><strong>Poland<\/strong>;<\/li>\n<li><strong>France<\/strong>;<\/li>\n<li><strong>Italy<\/strong>.<\/li>\n<\/ul>\n<p>The document cites the scale of the Ukrainian agricultural sector, its structure and productivity as grounds for special conditions. The proposed approach could significantly narrow <strong>Ukraine<\/strong>&#8216;s financial support and opportunities to access the European market, particularly for wheat and other cereals. The total volume of <strong>EU<\/strong> agricultural subsidies amounts to <strong>55 billion euros per year<\/strong>.<\/p>\n<p>At the same time the <strong>European Commission<\/strong> proposes to help <strong>Ukraine<\/strong> restore its presence in traditional export markets. Deliveries there were disrupted due to <strong>Russia<\/strong>&#8216;s full-scale invasion.<\/p>\n<p>The draft enlargement reform also covers other changes:<\/p>\n<ul>\n<li>Access for new members to <strong>EU<\/strong> funds would be linked to implementing reforms.<\/li>\n<li>The procedure to strip a state of voting rights for breaching <strong>European Union<\/strong> rules is proposed to be simplified.<\/li>\n<\/ul>\n<p>Separate roadmaps for accession without fixed joining dates are proposed for:<\/p>\n<ul>\n<li><strong>Ukraine<\/strong>;<\/li>\n<li><strong>Moldova<\/strong>;<\/li>\n<li><strong>Montenegro<\/strong>;<\/li>\n<li><strong>Albania<\/strong>.<\/li>\n<\/ul>\n<p>The <strong>European Union<\/strong> is already developing a special roadmap for <strong>Ukraine<\/strong>. It should set out the necessary reforms and approximate timelines for completing key stages of membership negotiations.
