Deputies of the Mykolaiv City Council<\/strong> postponed consideration of the work of the specialized municipal enterprise \u201cHostel\u201d<\/strong> and want to hear its director. The municipal enterprise has 22 hostels<\/strong> on its balance sheet, although only 2 employees<\/strong> remain on the staff, and the amount of debts, according to various stated estimates, reaches tens of millions of hryvnias.<\/p>\n

The situation was discussed on 21 September 2026<\/strong> at a meeting of the housing and communal services commission<\/a> of the Mykolaiv City Council<\/strong>. Its head Dmytro Ivanov<\/strong> from the \u201cProposition\u201d<\/strong> party stated that deputies do not understand who actually services the buildings and why the enterprise accumulated such debts.<\/p>\n

Dmytro Ivanov<\/strong> explained that the director provided information to the commission but fell ill, so the consideration had to be postponed.<\/p>\n

I\u2019ll put it this way: two people<\/strong> work there. The director sent us to the accountant. The accountant sent us somewhere again. And as of today the director provided us with information and fell ill. Therefore we will postpone this issue. I want to hear the director, because we have a lot of hostels, and I do not understand at all what they are doing and why we have such debts for them.<\/p><\/blockquote>\n

Deputy Yevhen Prudnyk<\/strong> from the \u201cFor a Healthy City\u201d<\/strong> group named a different amount \u2014 33 million hryvnias<\/strong> of debt. He also reported the absence of proper accounting of residents and users of the premises.<\/p>\n

No one services anything, no one keeps records. 33 million<\/strong> in debts. And what\u2019s most interesting, no one keeps records of who owns, who resides, who is registered.<\/p><\/blockquote>\n

Some questions concerned charges for utilities and repairs in the 22 hostels<\/strong>. Deputy Iryna Boychenko<\/strong> from the \u201cWomen for Peace\u201d<\/strong> group suggested that the buildings might be serviced by management companies.<\/p>\n

Losses and an unclear payroll fund<\/h2>\n

Deputies drew attention to wage indicators. According to the figures announced at the commission, the average salary is 13,400 hryvnias<\/strong>, the total payroll fund is 676 thousand hryvnias<\/strong>, and for 8 months<\/strong> the documents show 429 thousand hryvnias<\/strong>.<\/p>\n

For 8 months<\/strong> 429 thousand hryvnias<\/strong>. If two people<\/strong> work, that\u2019s 26 thousand<\/strong>, multiplied by 8<\/strong>, that\u2019s only about 200 thousand<\/strong>. So why then is the fund 429 thousand<\/strong>? Why is the loss for 2025<\/strong> \u2014 722 thousand<\/strong>, and the loss for 2026<\/strong> \u2014 17 million<\/strong>?<\/p><\/blockquote>\n

According to the YouControl<\/strong> service, the enterprise\u2019s debts for 2026<\/strong> amount to 17.75 million hryvnias<\/strong>.<\/p>\n

Why the enterprise has not been liquidated yet<\/h2>\n

The deputy head of the Mykolaiv City Council\u2019s Assets Department<\/strong> \u2014 formerly the Department of Communal Property<\/strong> \u2014 Tetiana Dmytrova<\/strong> said that previously the placement of people into the hostels was handled by the housing accounting and allocation department. The issue of liquidating the specialized municipal enterprise \u201cHostel\u201d<\/strong> was raised several years ago, but no final decision has been made.<\/p>\n

To date the Department of Municipal Economy<\/strong>, I understand, probably a year or two ago proposed liquidating this enterprise. Part of the property was transferred to other municipal enterprises. Part of the property that remains without direct billing stayed with the \u201cHostel\u201d<\/strong>. Because you can\u2019t place these debts onto another municipal enterprise so as not to make it loss-making.<\/p><\/blockquote>\n

Unresolved remains the direct billing of residents, in particular payment for electricity by individual rather than common meters. According to Tetiana Dmytrova<\/strong>, technical requirements do not yet allow switching to such a model.<\/p>\n

As the oblenergo<\/strong> says: first you pay the debts, and then we will address this issue.<\/p><\/blockquote>\n

The official also drew attention to the privatization of rooms, which is not explicitly prohibited by law. At the same time, renovations were carried out in the hostels, making it difficult for BTI<\/strong> technicians to determine the boundaries of the property people are trying to formalize.<\/p>\n

The situation is such that they rebuilt everything there. And when a BTI<\/strong> technician comes out, it is unclear what this property is that they want to privatize? Either one room<\/strong> that they occupy under a rental agreement, or three\u2013four rooms<\/strong>. That is, there are unclear processes of territory seizure in these hostels. This situation probably formed about 20 years ago<\/strong>, and it really requires some clear resolution according to the law.<\/p><\/blockquote>\n

The commission will return to the issue at the next meeting, where the deputies plan to hear the explanations from the enterprise\u2019s director.<\/p>\n
