Journalists from Bihus.Info<\/strong> published an investigation into property that the family of the new head of the Ministry for Veterans Affairs, Vitaliy Kim<\/strong>, may be using, although it is absent from his declarations. It concerns an apartment and a parking space in the Kyiv residential complex \u201cNovopecherski Lypky\u201d<\/strong>, vehicles, and a possible connection to a hunting estate that uses 18,000 hectares<\/strong> of land in Cherkasy region<\/strong>.<\/p>\n

Vitaliy Kim<\/strong> worked in business, including development, before his political career. In 2019<\/strong> he worked in the election headquarters of the \u201cServant of the People\u201d<\/strong> party in the Mykolaiv region<\/strong>, and in November 2020<\/strong> he became head of the Mykolaiv Regional State Administration<\/strong>. At the start of the full-scale invasion, the official became known for his role in defending the region and for his daily video addresses, which he began with the words:<\/p>\n

\u201cGood evening, we are from Ukraine.\u201d<\/p><\/blockquote>\n

In July 2026<\/strong> Kim<\/strong> became minister for veterans affairs. After that, journalists decided to analyze the lifestyle of the new government official.<\/p>\n

In the summer of 2025<\/strong> the company of his wife, Yuliya Kim<\/strong> \u2014 \u201cMedia Group\u201d<\/strong> \u2014 purchased an apartment of over 100 square meters<\/strong> and a parking space in the capital\u2019s residential complex \u201cNovopecherski Lypky\u201d<\/strong>. According to calculations by Bihus.Info<\/strong>, the home without renovations together with the parking space could then have cost about $350,000<\/strong>.<\/p>\n

At the same time, the analytical system YouControl<\/strong> showed that the company\u2019s public financial reporting over the years was zero or was not submitted at all.<\/p>\n

At the end of August 2026<\/strong> journalists saw a Volkswagen Touareg<\/strong> with cover plates in the complex\u2019s parking lot. The car resembled the one the minister rents. A few days later this vehicle left the residential complex and a man resembling Vitaliy Kim<\/strong> was sitting in the passenger seat.<\/p>\n

A Porsche Macan<\/strong> was also parked in the space registered to Yuliya Kim<\/strong>\u2019s company. In 2024<\/strong> the official\u2019s wife received a fine while using this car. The vehicle is not listed in the minister\u2019s declarations and is registered to the construction company \u201cS-Develop\u201d<\/strong>, which belongs to Roman Serbenov<\/strong>.<\/p>\n

Earlier Serbenov<\/strong> left housing complexes unfinished in Mykolaiv<\/strong> and Zaporizhzhia<\/strong> and moved to Poland<\/strong>. According to Kim<\/strong>, he worked as a director in his Ukrainian construction companies. In addition, the men jointly headed the Mykolaiv basketball club.<\/p>\n

In a comment to Bihus.Info<\/strong> the minister said that he does not use either the apartment or the parking space in \u201cNovopecherski Lypky\u201d<\/strong>. According to him, the property is registered to his wife\u2019s company and was purchased with a loan. He explained the question about the company\u2019s zero financial reporting and the possibility of repaying that loan as follows:<\/p>\n

\u201cThe financial reporting is under Yuliya\u2019s sole proprietor account, and the money was in the declaration.\u201d<\/p><\/blockquote>\n

Journalists noted that the family\u2019s savings in Kim<\/strong>\u2019s 2025<\/strong> declaration did not decrease, but increased by about UAH 6.5 million<\/strong> compared to 2024<\/strong>. The official annual income of the family<\/strong> for 2025<\/strong> amounted to almost UAH 7 million<\/strong> before taxes. That would mean the family was able to save almost their entire annual income. There is no record of expenses for the property purchase in the declaration.<\/p>\n

Regarding the Porsche Macan<\/strong>, the official said that his wife rented the car for less than 180 days<\/strong>. In his view, the vehicle did not need to be included in the declaration when he resigned from the Mykolaiv RSA<\/strong>. Before the rental was formalized, the minister claims the vehicle was used only occasionally.<\/p>\n

Roman Serbenov<\/strong> told journalists that his company purchased the Porsche<\/strong> back in 2022<\/strong>, after which the car was rented to Yuliya Kim<\/strong>.<\/p>\n

Near the capital complex, journalists also noticed a second Volkswagen Touareg<\/strong>, owned by the official\u2019s ex-wife, Olga Kim<\/strong>. Previously the minister rented this vehicle from a Mykolaiv company, and later the car passed into the ownership of his ex-wife.<\/p>\n

Over the past months this Touareg<\/strong> received fines and appeared near \u201cNovopecherski Lypky\u201d<\/strong>. Journalists say this may further indicate that the family lived in the complex, at least at the time the vehicle was observed. Kim<\/strong> himself claims his ex-wife is outside Ukraine<\/strong> and that he does not use that car.<\/p>\n

A separate part of the investigation concerns the \u201cKaniv Left-Bank Hunting Estate\u201d<\/strong> in Cherkasy region<\/strong>. The enterprise uses 18,000 hectares<\/strong> of hunting grounds. In the summer of 2025<\/strong> it acquired two<\/strong> new owners, whom journalists consider possible nominal holders of the asset.<\/p>\n

Vitaliy Kim<\/strong> has repeatedly said in interviews that hunting is his hobby. A stake in the hunting estate was purchased by his long-time business partner Oleksandr Stepanov<\/strong>, who for years was connected by joint companies with both the official\u2019s former and current wife.<\/p>\n

Stepanov<\/strong> told journalists that he is not keen on hunting, has rarely been to the base, and is not acquainted with his new business partner Andriy Galkin<\/strong>. A person with the same surname, first name and patronymic was an assistant to People\u2019s Deputy Roman Ivanisov<\/strong>.<\/p>\n

Kim himself said he met Roman Ivanisov<\/strong> in 2020<\/strong> during a hunting trip. The minister also confirmed that he has several times<\/strong> visited the mentioned base at friends\u2019 invitation.<\/p>\n

According to Oleksandr Stepanov<\/strong>, the official may not inform him about such visits because he is able to come with people whose publicity he wishes to avoid:<\/p>\n

\u201cHe did not want to publicize it.\u201d<\/p><\/blockquote>\n

According to Bihus.Info<\/strong>, Kim<\/strong> may have been accompanied there by the head of the parliamentary faction \u201cServant of the People,\u201d Davyd Arakhamia<\/strong>. Journalists suggest that Oleksandr Stepanov<\/strong> and Andriy Galkin<\/strong> may be the nominal owners of the hunting estate, acquired in the interests of other persons.<\/p>\n
