The decision concerns, in particular, the protection of energy infrastructure and preparations for the winter period.<\/p>\n<p>On the change to the state budget schedule, the head of the <strong>Verkhovna Rada Committee on Budget Issues, Roksolana Pidlas<\/strong>, spoke in the podcast <strong>&#8220;Chronicles of the Economy&#8221;<\/strong>. Expenditures were postponed to the end of the year in several areas:<\/p>\n<ul>\n<li>construction and reconstruction of hospitals;<\/li>\n<li>equipping shelters in schools and medical facilities;<\/li>\n<li>protection of energy facilities;<\/li>\n<li>construction of social housing.<\/li>\n<\/ul>\n<p>In total, about <strong>UAH 39 billion<\/strong> were deferred from <strong>September<\/strong> to <strong>December<\/strong>. According to <strong>Roksolana Pidlas<\/strong>, for capital projects this may mean a de facto loss of the ability to use the funds before the end of the year: completing planned works and making all payments during <strong>December<\/strong> will be difficult.<\/p>\n<p>One of the reasons for the financing problems, the head of the budget committee said, was the delay in international assistance. In <strong>2026<\/strong> <strong>Ukraine<\/strong> expected to attract about <strong>USD 50.8 billion<\/strong> in international financing, but as of <strong>mid-September<\/strong> approximately <strong>USD 21 billion<\/strong> had arrived.
