In Mykolaiv<\/strong>, officials are looking for a way not to completely stop providing administrative services during prolonged air raid alerts. One option is to set up separate spots in shelters near the CNAPs where staff can interact with visitors. This was reported on 7 September <\/strong>2026 by the Mykolaiv City Council following an office meeting.<\/p>\n

Currently, after an air raid alert is announced, service at the city CNAPs is suspended. Staff and visitors are asked to move to the nearest shelter. However, because of prolonged air raid alerts, residents can wait for hours for the opportunity to receive the necessary service. Mayor Oleksandr Sienkevych<\/strong> proposed developing an alternative working format for cases when a shelter is located directly adjacent to a CNAP.<\/p>\n

“Alerts can last a long time. That does not mean that work in the city should be paralyzed. We must give people the opportunity to communicate with the authorities and receive documents”, \u2014 the mayor said.<\/p>\n<\/blockquote>\n

The director of the Department for the Provision of Administrative Services, Vladyslav Bielan<\/strong>, explained that visitors who missed their appointment because of an alert do not lose their slot<\/strong>. If a person had a ticket or electronic registration, they can return to the CNAP the same or the next day<\/strong>. They must be accepted regardless of how much time has passed since the scheduled appointment.<\/p>\n

At the same time, simply moving the administrator\u2019s workstation to the shelter is not enough. To fully provide services there it is necessary to ensure access to state registers, stable internet, special communications, and the ability to securely use electronic keys<\/strong>.<\/p>\n

Therefore, a launch of full-fledged \u00abCNAPs in shelters\u00bb is not being discussed at the moment \u2014 possible operating formats still need to be determined. Oleksandr Sienkevych<\/strong> instructed district administrations and relevant units to work out technical and organizational operating options during prolonged alerts and submit their proposals<\/strong>.<\/p>\n
