The inspection <a href=\"https:\/\/www.facebook.com\/medcontrolnikolaev\/posts\/pfbid0aJ7rUnULUKQnRp72Qar9DuGqagatCD8j4s5nejEYo9MVC6u6ABhQSW8DGXbFGjvwl?__cft__[0]=AZj_0h2L62anY_BGMCe9apKotRmJ1o1z21g1VrOYoTi0GOGf3H-NNslP_wgk6C_BPCV6s_xYJCNC0jkLr0i1LHQGYvP7rpzMXVp8UNzo_tvnHYABb6DKHesbTtGYARyFdBg70055zIn4owkKy6rXq7XTYKy-V5hW&amp;__tn__=%2CO%2CP-R\">provided<\/a> this information in response to a request from the director of the NGO \u201cMedical Control and Rights Protection\u201d, <strong>Dmytro Riabchenko<\/strong>.<\/p>\n<p>By year the protocols are distributed as follows:<\/p>\n<ul>\n<li><strong>2023<\/strong> \u2014 <strong>one<\/strong> protocol;<\/li>\n<li><strong>2024<\/strong> \u2014 <strong>nine<\/strong> protocols;<\/li>\n<li><strong>2025<\/strong> \u2014 <strong>six<\/strong> protocols.<\/li>\n<\/ul>\n<p>At the same time, the State Environmental Inspection\u2019s response does not specify which violations these protocols were drawn up for. The inspection also reported that no scheduled or unscheduled inspections of KP \u00abMykolaiv Parks\u00bb were carried out during the stated period. The reason given was restrictions on state supervision during martial law.<\/p>\n<p><strong>Dmytro Riabchenko<\/strong> published the document as part of a legal dispute with KP \u00abMykolaiv Parks\u00bb. According to him, the enterprise accuses him of discrediting and undermining its business reputation.<\/p>\n<blockquote class=\"quote-light\">\n<p>I have already published the National Police\u2019s response, where it is written in black and white that <strong>six<\/strong> criminal proceedings have been opened regarding this enterprise! Here is a bit more information, \u2014 wrote <strong>Dmytro Riabchenko<\/strong>.<\/p>\n<\/blockquote>\n<p><strong>Riabchenko<\/strong> separately emphasized the number of administrative protocols. He claims they concerned violations in the management of Mykolaiv\u2019s green spaces. According to the NGO director, some of the materials were compiled after his complaints and inspections that he initiated while serving as a public environmental inspector.<\/p>\n<blockquote class=\"quote-light\">\n<p><strong>16<\/strong> administrative protocols for violations in the (if you can call it that) work with the city\u2019s green plantings. <strong>Sixteen<\/strong>, for heaven\u2019s sake! And that\u2019s not counting <strong>2026<\/strong>. Name me at least <strong>one<\/strong> municipal enterprise in the city or in Ukraine at large that has that many protocols?! An enterprise that, by statute, is supposed to handle greening and improvement, \u2014 stated <strong>Dmytro Riabchenko<\/strong>.<\/p>\n<\/blockquote>\n<p>He also reminded readers of KP \u00abMykolaiv Parks\u00bb\u2019s Facebook post published in <strong>2023<\/strong> in response to his criticism. At that time the enterprise\u2019s press service claimed that during the entire period of the enterprise\u2019s operation no protocols from the State Environmental Inspection had been issued against its employees.<\/p>\n<blockquote class=\"quote-light\">\n<p>Regarding your senseless post, and the article on the Novyny N portal, we can say that you, like them, do not have accurate information. Why lie?! There were no protocols and there are none. Not a single protocol from the State Environmental Inspection was issued to any employee of the communal enterprise \u201cMykolaiv Parks\u201d during the entire period of operation. This means that all actions of KP \u201cMykolaiv Parks\u201d employees are lawful and carried out in accordance with current legislation. As always, you are slandering the employees and the enterprise KP \u201cMykolaiv Parks\u201d, \u2014 replied the KP \u201cParks\u201d press service.<\/p>\n<\/blockquote>\n<p>At the same time, since <strong>2022<\/strong> officials of KP \u00abMykolaiv Parks\u00bb have been the subject of <strong>five criminal proceedings<\/strong>. Among the articles mentioned in these cases are abuse of power, embezzlement or misappropriation of property, and official negligence. However, in the quote from <strong>Dmytro Riabchenko<\/strong> cited above there is mention of <strong>six<\/strong> criminal proceedings opened against the enterprise.<\/p>\n<p>In <strong>2025<\/strong>\u2013<strong>2026<\/strong> KP \u00abMykolaiv Parks\u00bb was repeatedly criticized for the quality of its work. In the summer of <strong>2025<\/strong> it became known that no trees were planted in Mykolaiv in spring. At the same time, on Central Avenue privet bushes died \u2014 the shrubs the enterprise had planned to use to replace an iron fence. The plants were purchased for <strong>1.5<\/strong> million hryvnias as part of an agreement with a total value of <strong>3.5<\/strong> million hryvnias.<\/p>\n<p>In December <strong>2025<\/strong> a contractor damaged the roots of <strong>seven<\/strong> trees while arranging a parking lot near a historical building in the city center.<\/p>\n<p>At the beginning of <strong>2026<\/strong> the enterprise announced that from <strong>January 1<\/strong> it had completely abandoned contractors and was performing all work with its own forces. In addition, KP announced plans to grow flowers in its own greenhouses.<\/p>\n<p>At the end of March <strong>2026<\/strong> the enterprise admitted that it did not have sufficient funding for tree planting.
