Almost <strong>408.5 million hryvnias<\/strong>, or more than half of this amount, are funds from the state and other local budgets. This is stated in the explanatory note to the draft amendments to the 2026 budget. Data on the performance of the revenue side is confirmed by the <a href=\"https:\/\/depfin.mkrada.gov.ua\/Media\/files\/budget\/file\/4b9e55c6dfe5c4c8cbb5139ec4f4496c.xlsx\">official report<\/a> of the Department of Finance of the Mykolaiv City Council as of <strong>1 August<\/strong> 2026. For now, this is only a <strong>draft<\/strong>. The final decision must be adopted by the city council deputies.<\/p>\n<p class=\"isSelectedEnd\">The increase in the revenue side consists of <strong>three main sources<\/strong>:<\/p>\n<ul data-spread=\"false\">\n<li><strong>357.7 million hryvnias<\/strong> \u2014 additional own revenues of the general fund;<\/li>\n<li><strong>17 million hryvnias<\/strong> \u2014 proceeds from the sale of communal property;<\/li>\n<li><strong>408.5 million hryvnias<\/strong> \u2014 subventions and subsidies from the state and other local budgets.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Due to rounding of individual indicators, their sum may slightly differ from the total volume of changes.<\/p>\n<p class=\"isSelectedEnd\">During <strong>January\u2013July 2026<\/strong>, the general fund, excluding transfers, received <strong>3.36 billion hryvnias<\/strong>. The plan for this period was met at <strong>110.6%<\/strong>. Actual receipts were almost <strong>322 million hryvnias<\/strong> higher than expected. The special fund, excluding transfers and own receipts of budgetary institutions, received <strong>44.3 million hryvnias<\/strong> \u2014 approximately <strong>180% of the annual plan<\/strong>. In particular, from the sale of communal property the city received <strong>36.6 million hryvnias<\/strong> against an annual plan of <strong>19 million<\/strong>. The overperformance is <strong>17.6 million hryvnias<\/strong>.<\/p>\n<p class=\"isSelectedEnd\">The plan for personal income tax receipts is proposed to be increased by <strong>340.1 million hryvnias<\/strong>.<\/p>\n<p class=\"isSelectedEnd\">Of these:<\/p>\n<ul data-spread=\"false\">\n<li><strong>322.4 million hryvnias<\/strong> \u2014 PIT from annual income declarations;<\/li>\n<li><strong>17.2 million hryvnias<\/strong> \u2014 tax on other personal income;<\/li>\n<li><strong>430 thousand hryvnias<\/strong> \u2014 PIT from incomes of specialists of a Diia.City resident.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Additional receipts are also expected from:<\/p>\n<ul data-spread=\"false\">\n<li>profit tax of communal enterprises \u2014 <strong>3 million hryvnias<\/strong>;<\/li>\n<li>licenses to organize gambling \u2014 <strong>3.04 million hryvnias<\/strong>;<\/li>\n<li>rental of communal property \u2014 <strong>1 million hryvnias<\/strong>;<\/li>\n<li>land payments and other revenues.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">The net increase in transfers will amount to <strong>408.5 million hryvnias<\/strong>. Among the largest receipts and adjustments:<\/p>\n<ul data-spread=\"false\">\n<li><strong>66.96 million hryvnias<\/strong> \u2014 equipping shelters in educational institutions;<\/li>\n<li><strong>57.54 million hryvnias<\/strong> \u2014 equipment and modernization of school catering facilities;<\/li>\n<li><strong>11.55 million hryvnias<\/strong> \u2014 additional educational subvention;<\/li>\n<li><strong>5.69 million hryvnias<\/strong> \u2014 the &#8220;New Ukrainian School&#8221; program;<\/li>\n<li><strong>9.34 million hryvnias<\/strong> \u2014 improvement of hot meals and meals for primary school pupils;<\/li>\n<li><strong>102.03 million hryvnias<\/strong> \u2014 additional subsidy;<\/li>\n<li><strong>65.77 million hryvnias<\/strong> \u2014 meals for pupils of general secondary education institutions;<\/li>\n<li><strong>83.01 million hryvnias<\/strong> \u2014 housing compensations for certain categories of veterans and people with disabilities due to the war;<\/li>\n<li><strong>5.37 million hryvnias<\/strong> \u2014 creation of temporary and supported housing funds for evacuees and displaced persons;<\/li>\n<li><strong>4.32 million hryvnias<\/strong> \u2014 execution of delegated expenditures in the field of education.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Most subventions are <strong>earmarked<\/strong>, so the city cannot freely spend them on other needs.<\/p>\n<p class=\"isSelectedEnd\">Separately, the draft provides for doubling the budget reserve fund \u2014 from <strong>50 to 100 million hryvnias<\/strong>. The provided materials do not detail which specific possible needs the additional <strong>50 million<\/strong> are planned to be used for.<\/p>\n<h2>Background<\/h2>\n<p class=\"isSelectedEnd\">The initial Mykolaiv budget for 2026 was adopted by deputies on <strong>30 December 2025<\/strong>. At that time, revenues were set at <strong>5.546 billion hryvnias<\/strong>, expenditures at <strong>5.275 billion hryvnias<\/strong>, and the reserve fund amounted to <strong>50 million hryvnias<\/strong>.<\/p>\n<p class=\"isSelectedEnd\">City authorities called this estimate the <strong>&#8220;survival budget&#8221;<\/strong>, since own resources were insufficient for all priority needs. After several adjustments, on <strong>6 August 2026<\/strong> budget revenues already amounted to <strong>6.694 billion hryvnias<\/strong>, and expenditures to <strong>7.009 billion hryvnias<\/strong>.<\/p>\n<p class=\"isSelectedEnd\">That same day the city council appealed to the Verkhovna Rada and the Cabinet of Ministers requesting at least <strong>1.18 billion hryvnias<\/strong> in additional subsidy. According to the city&#8217;s calculations, that was the amount missing for salaries of public sector workers, utilities, meals, concessionary travel, drinking water and stable operation of heat supply.<\/p>\n<p>The currently proposed increase of <strong>783.1 million hryvnias<\/strong> does not mean the city received the entire requested subsidy.
