In Mykolaiv<\/strong>, a proposal was made to explore the possibility of creating a mobile CNAP<\/strong> that would serve residents of the city’s remote neighborhoods according to a set schedule. The discussion concerns Ternivka, Velyka Korenykha, Balabanivka and Matviivka<\/strong>. The initiative was voiced by the chair of the standing deputy commission, Olena Kiselova<\/strong>, during the meeting on August 25, 2026<\/strong>. The discussion is recorded in the official broadcast of the Mykolaiv City Council<\/a>.<\/p>\n

The proposal was raised while considering amendments to the list of administrative services. Olena Kiselova<\/strong> noted that residents point to the experience of other communities where specially equipped vehicles come to remote settlements and accept documents.<\/p>\n

\u201cThis concerns the remote neighborhoods of the city of Mykolaiv \u2014 primarily Ternivka, Korenykha. I would also consider Balabanivka,\u201d the councilor said.<\/p>\n<\/blockquote>\n

According to her, such a unit could operate on designated days and hours, accept residents’ applications and forward them for further processing.<\/p>\n

The director of the Department for the Provision of Administrative Services of the City Council, Vladyslav Belan<\/strong>, explained that a full-featured mobile CNAP is not just staff going out with documents.<\/p>\n

\u201cA mobile CNAP is a specially equipped vehicle, which we do not have,\u201d the official said.<\/p>\n<\/blockquote>\n

He said such vehicles are mostly used by rural communities that include remote settlements. In cities of regional significance this format is less common. Regarding Balabanivka<\/strong>, Vladyslav Belan<\/strong> noted that a territorial subdivision of the CNAP of the Korabelnyi district operates relatively nearby. It is located on Bohoyavlensky Avenue, 314<\/strong>.<\/p>\n

The department also considered using so-called mobile kits<\/strong> to serve people at home. However, this format has limitations. To accept many types of applications, administrators need direct access to state registries<\/strong>, the ability to verify information and enter data during the request. According to Vladyslav Belan<\/strong>, mobile kits may be suitable only for certain services,<\/strong> in particular in the area of registration of place of residence.<\/p>\n

Olena Kiselova<\/strong> emphasized that Korenykha, Ternivka and Matviivka<\/strong> are difficult to call close to the central part of Mykolaiv<\/strong>.<\/p>\n

\u201cLet’s study this issue. At the very least, we need to prepare a substantiated answer as to why this does not exist,\u201d<\/strong> the councilor concluded.<\/p>\n<\/blockquote>\n

A decision to purchase a vehicle or launch a mobile CNAP has not been made<\/strong> yet.<\/p>\n

At the meeting, the commission also supported the draft amendments to the list of administrative services. It was approved by four councilors<\/strong>; there were no votes against or abstentions.<\/p>\n
