The requirement concerns cluster hospitals and specialized care hospitals.<\/p>\n<p>This issue was considered at a meeting of the permanent deputy commission on housing and communal services of the Mykolaiv City Council. Deputy head of the municipal property department <strong>Tetyana Dmytrova<\/strong> reported that the creation of supervisory boards is a requirement of the NHSU. According to her, without such bodies medical institutions will not be able to receive payments for services provided under contracts with the NHSU from <strong>1 January 2027<\/strong>.<\/p>\n<blockquote class=\"quote-light\">\n<p>With regard to the medical sector, I want to say that in this case the creation of a supervisory board in healthcare institutions is a necessary requirement of the NHSU. That is, if supervisory boards are not created in cluster hospitals and specialized care hospitals from <strong>01.01.2027<\/strong>, they will not receive money for their services. This is a legal norm that we must comply with.<\/p>\n<\/blockquote>\n<p>The first step in Mykolaiv should be the creation of a permanent competition commission. It will conduct the selection of independent members of the supervisory boards of healthcare institutions that belong to the management sphere of the Mykolaiv City Council.<\/p>\n<blockquote class=\"quote-light\">\n<p>I am putting this draft decision before your commission. With this draft decision we propose to begin forming a permanent competition commission to hold a competition for selecting independent members of the supervisory boards of healthcare institutions that fall under the management of the Mykolaiv City Council\u2026 This is only the first stage, which will allow the health department and our local government department to start work on preparing and publishing an announcement to gather information from those wishing to participate in this commission.<\/p>\n<\/blockquote>\n<p>The competition commission is planned to include:<\/p>\n<ul>\n<li><strong>three<\/strong> representatives of the owner of the medical institution;<\/li>\n<li><strong>two<\/strong> representatives of the structural unit for healthcare of the regional state administration;<\/li>\n<li><strong>three<\/strong> representatives of public associations, public unions and charitable organizations.<\/li>\n<\/ul>\n<p>After the formation of the commission, an announcement for candidate recruitment will be prepared and published. For each healthcare institution a separate regulation on the supervisory board will also be developed.<\/p>\n<p>At present the requirement applies to <strong>three cluster hospitals<\/strong> planned to be created in Mykolaiv.<\/p>\n<blockquote class=\"quote-light\">\n<p>Thus, today it is proposed to create <strong>three<\/strong> supervisory boards in our three cluster hospitals. If they receive this status, and if they do not, they will still be general hospitals where supervisory boards can also be created. And they will have to conclude contracts with the NHSU from <strong>01.01.2027<\/strong> provided supervisory boards are in place.<\/p>\n<\/blockquote>\n<p>As Dmytrova explained, if these medical institutions receive cluster hospital status, they must create supervisory boards. If they do not receive that status, they will remain general hospitals where such bodies can also be formed. For the conclusion of contracts with the NHSU from <strong>1 January 2027<\/strong>, the presence of supervisory boards will be necessary.<\/p>\n<p>Separately at the meeting they discussed payment for the work of supervisory board members. Dependent members who will represent the owner of the institution will not receive remuneration. The work of independent members may be paid by the medical enterprise on the basis of a civil-law contract.<\/p>\n<blockquote class=\"quote-light\">\n<p>As for independent members, their work can be paid for by the enterprise, but everything will be determined by the civil-law contract. At present, as far as I understand, the issue of payment is not on the table at all. Right now all these people can work for free if we specify this in the regulation and in the civil-law contract.
