As a result, more than <strong>over 15.2 million<\/strong> hryvnias of budget funds were unjustifiably transferred to the account of the municipal non-profit enterprise.<\/p>\n<p>This concerns the <strong>58-year-old<\/strong> head of the medical facility. His activities were uncovered by investigators of the investigative department of the police with operational support from the Strategic Investigations Department in <strong>Mykolaiv Oblast<\/strong> of the DSR of the National Police of Ukraine and under the procedural supervision of the <strong>Mykolaiv Regional Prosecutor&#8217;s Office<\/strong>.<\/p>\n<p>According to the pre-trial investigation, during the period from <strong>2023<\/strong> to <strong>2025<\/strong> the director of the municipal non-profit enterprise signed and ensured the execution of contracts for medical care of the population under the Medical Guarantees Program concluded with the <strong>National Health Service of Ukraine (NHSU)<\/strong>. The contracts concerned:<\/p>\n<ul>\n<li>surgical operations for adults and children in inpatient settings;<\/li>\n<li>inpatient palliative medical care for adults and children;<\/li>\n<li>antenatal care in outpatient settings.<\/li>\n<\/ul>\n<p>Law enforcement established that the hospital did not have an adequate material and technical base or a sufficient number of medical staff to meet the conditions of these contracts. Despite this, the official signed monthly reports about full medical services and ensured their submission to the <strong>NHSU<\/strong>.<\/p>\n<p>As a result, over <strong>15.2 million<\/strong> budget hryvnias were transferred to the medical institution&#8217;s account. The police note that this caused significant damage to the interests of the state.<\/p>\n<p>Based on the collected evidence, the investigators, with the agreement of the procedural prosecutor, notified the director of suspicion under Part <strong>2<\/strong> of Article <strong>367<\/strong> of the Criminal Code of Ukraine. He is accused of official negligence \u2014 improper performance of official duties due to a careless attitude toward them, which caused grave consequences and significant harm to state interests.<\/p>\n<p>The sanction of the article provides for up to <strong>5 years<\/strong> of imprisonment, deprivation of the right to hold certain positions or engage in certain activities for up to <strong>3 years<\/strong>, as well as a fine of up to <strong>750<\/strong> non-taxable minimum incomes of citizens, or without such a fine.<\/p>\n<p>Investigators served the suspect with a petition to impose a preventive measure.
