Forged court rulings, breaches of state registries and fictitious debts. NABU and SAP<\/strong> announced the uncovering of an organization that may have seized enterprises and high-value real estate. According to the investigation, at least 514 thousand dollars<\/strong> was directed to its activities.<\/p>\n

NABU and SAP<\/strong> published new materials from the special operation “Forrest Gump”<\/strong>. The episode of the investigation devoted to an alleged raid-style takeover of companies and real estate was named “Operation “Themis””<\/strong>. The results of the investigation on 20 August <\/strong>2026 were reported by the National Anti-Corruption Bureau of Ukraine<\/a>. The anti-corruption bodies also released video recordings of conversations of the suspects<\/a>.<\/p>\n

According to the investigation, the organization operated under the leadership of current and former Members of Parliament of Ukraine<\/strong>. High-ranking officials from the Office of the President<\/strong>, representatives of the Ministry of Justice<\/strong>, judges, hackers and other persons may have been involved in implementing the schemes.<\/p>\n

In the autumn of 2025<\/strong>, participants of the organization, according to NABU and SAP, carried out the takeover of two enterprises<\/strong> whose total asset value amounted to 248 million hryvnias<\/strong>. One of the enterprises was allegedly targeted in order to gain control over real estate in the central part of Kyiv<\/strong> worth more than 500 million hryvnias<\/strong>.<\/p>\n

Another episode occurred in May 2026<\/strong>. Then, the suspects, the investigation claims, attempted to seize real estate objects in the capital with a total value of over 207 million hryvnias<\/strong>. They failed to complete this crime due to circumstances beyond their control.<\/p>\n

To establish control over companies and real estate, members of the organization may have used forged property documents, falsified court decisions, unauthorized interference in state registries, fictitious debts and influence over the consideration of complaints at the Ministry of Justice.<\/p>\n

On the released recordings, the suspects, according to detectives, discuss transferring money for required decisions and methods of establishing control over enterprises. The investigation determined that at least 514 thousand dollars<\/strong> could have been used to finance the organization\u2019s activities.<\/p>\n

NABU and SAP also stated that certain members of the organization, together with representatives of one of the state banks, may have legalized 150 million hryvnias in cash<\/strong>. During June 2026<\/strong>, the money was allegedly moved through the accounts of shell companies and used to post bail for one of the participants in the criminal organization in the “Midas”<\/strong> case.<\/p>\n

In addition, the suspects allegedly prepared an illegal deprivation of liberty and abduction of a person<\/strong> to gain control over a business entity. Law enforcement said that this crime was prevented.<\/p>\n

19 August 2026<\/strong> NABU and SAP informed the members of the organization and persons involved of suspicions under Articles 255, 191, 206-2, 209, 358 and 361 of the Criminal Code of Ukraine<\/strong>. These concern, in particular, participation in a criminal organization, seizure of property, legalization of funds, document forgery and interference with information systems.<\/p>\n

The anti-corruption bodies did not name all the suspects in their official statement. The pre-trial investigation is ongoing<\/strong>, and the guilt of the suspects must be established by a court.<\/p>\n
