The Service for Restoration and Infrastructure Development in Mykolaiv Oblast, which is responsible for state roads, bridges and other infrastructure objects, has decided to renew its vehicle fleet. The institution announced a tender to purchase a new Skoda Superb in the expensive L&K trim or its equivalent. The expected cost of just one<\/strong> passenger car is 1 996 666,67 UAH excluding VAT<\/strong>.<\/p>\n

The corresponding procurement UA-2026-08-11-009058-a published in the Prozorro system<\/a> on 11 August 2026<\/strong>. As of 17 August<\/strong> the car has not yet been purchased: the Service is accepting participants’ offers until 19 August 2026, 20:00<\/strong>, and the auction is scheduled for 20 August<\/strong>. The vehicle must be delivered by the winner by 30 November 2026<\/strong>.<\/p>\n

And this is by no means a basic service car. In the documentation the purchaser is targeting the Skoda Superb L&K 2026<\/strong> model year or an equivalent. Among the requirements – all-wheel drive 4\u00d74<\/strong>, a petrol engine 2.0 TFSI<\/strong> with an output of 195 kW<\/strong>, an automatic transmission, white color and a trunk volume of at least 600 litres<\/strong>.<\/p>\n

If you convert that power to familiar horsepower, it is 265 hp<\/strong>. Exactly that Superb version is presented on the official Ukrainian \u0160koda website<\/a>: 2.0 TFSI, 265 hp, 7DSG and all-wheel drive 4\u00d74<\/strong>. According to the manufacturer, such a car can accelerate to 100 km\/h in 6 seconds<\/strong>, and the top speed is 250 km\/h<\/strong>.<\/p>\n

The L&K trim is also not basic. On \u0160koda’s official site it is listed, among other things, with a multimedia system with a 13-inch<\/strong> display, three-zone climate control, adaptive cruise control and a Canton audio system with 14 speakers<\/strong>. At the time of checking, the manufacturer indicates a starting price for the Superb L&K from 1 930 570 UAH<\/strong>.<\/p>\n

The purchaser found this package insufficient. The tender requirements also include navigation, matrix headlights, an anti-theft system, additional underbody protection and raised suspension. The vehicle must have systems for warning about possible frontal collisions and automatic emergency braking in case of detection of cars, pedestrians or cyclists.<\/p>\n

A separate warranty is specified – 4 years or 90,000 kilometres<\/strong>. There must also be an official or certified service station of the corresponding brand in Mykolaiv<\/strong>.<\/p>\n

Formally participants are allowed to offer a car from another manufacturer, but its characteristics must meet the established requirements. That is, the name Skoda Superb is explicitly present in the procurement subject, although it is also noted alongside it \u201cor equivalent\u201d.<\/p>\n

The purchase of an expensive service car looks especially striking against the backdrop of the main activities of the institution itself. The Restoration Agency officially classifies the Mykolaiv Service as one of its regional services<\/a>, and among the agency\u2019s areas of work are repair, reconstruction, construction and operational maintenance of infrastructure.<\/p>\n

Moreover, the Service operates on a completely different scale of budget funds. Among its current procurements in Mykolaiv region are the major repair of a section of the H-24 \u201cBlahovishchenske – Mykolaiv\u201d road with a budget of over 2.066 billion UAH<\/strong>, repair of another H-24 section for almost 798.9 million UAH<\/strong>, and the major repair of the R-55 road for approximately 549.7 million UAH<\/strong>.<\/p>\n

There is also a less pleasant context. In May 2026<\/strong> we reported that the Central District Court of Mykolaiv<\/strong> ordered the Restoration Service to pay more than 446 thousand UAH<\/strong> to the driver whose car was damaged in an accident on the Inhulskyi Bridge. The court concluded that the Service, as the asset holder, did not ensure safe road conditions.<\/p>\n

So the question that taxpayers may ask is quite simple: how necessary for the road Service’s functions during the war is precisely a 265-hp all-wheel-drive Superb in the L&K trim<\/strong>, capable of reaching 250 km\/h<\/strong>, with an expected cost of almost 2 million UAH excluding VAT<\/strong>?<\/p>\n

At the same time, it is too early to say that officials have already received a new car. The procurement is still ongoing, the winner has not been determined, and the final price resulting from the bids may differ from the expected cost.<\/p>\n
