The current average fee<strong> is more than twice<\/strong> lower and mainly allows for addressing emergency situations. This was stated<strong> on August 12<\/strong>, 2026 during a city briefing by the head of the city&#8217;s Sustainable Development Office of the Department of Housing and Communal Services, <strong data-start=\"1266\" data-end=\"1290\">Volodymyr Nikolaychuk<\/strong>.<\/p>\n<p data-start=\"1549\" data-end=\"1743\">The absence of a registered land plot does not mean that the area next to an apartment building can be left uncleaned. According to the Department of Housing and Communal Services, the average indicator in the city now is <strong data-start=\"1619\" data-end=\"1651\">5.278 UAH per square meter<\/strong>. Depending on the building, its condition and the form of management, residents pay from <strong data-start=\"1728\" data-end=\"1742\">3 to 9 UAH<\/strong>. There is no single city database with such data. Specialists collected the information from statistical reports, minutes of co-owners&#8217; meetings, court cases and documents that residents submitted to apply for subsidies.<\/p>\n<p>From <strong data-start=\"2013\" data-end=\"2027\">19% to 39%<\/strong> of the total fee is allocated for cleaning buildings and adjacent territories. The share depends on the size of the courtyard, the need to clean entrances and seasonal work. In winter, costs include snow removal and gritting walkways; in summer \u2014 grass mowing and leaf clearing. For Mykolaiv it is important to clearly define the boundaries of responsibility \u2014 where the territory that the building must maintain ends and city land begins. That is why the city needs to update the Rules of Improvement.<br \/>\n<b>New rules should:<\/b><\/p>\n<ul>\n<li>define a clear mechanism for establishing the boundaries of the adjacent territory;<\/li>\n<li>delineate the responsibilities of OSBBs, managers and the city;<\/li>\n<li>make the calculation of cleaning costs transparent;<\/li>\n<li>help residents understand which exact territory they are paying to maintain;<\/li>\n<li>bring the city rules into compliance with current legislation.<\/li>\n<\/ul>\n<p data-start=\"2236\" data-end=\"2494\">The situation is especially difficult in buildings where the fee remains at the level of <strong data-start=\"2307\" data-end=\"2337\">3\u20134 UAH per square meter<\/strong>. Some private managers have not revised it since <strong data-start=\"2388\" data-end=\"2401\">2018<\/strong>, even though wages, taxes, and the prices of building materials and contractor services have risen since then.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"2496\" data-end=\"2571\">&#8220;This is, essentially, the building&#8217;s hidden debt,&#8221; \u2014 explained <strong data-start=\"2546\" data-end=\"2570\">Volodymyr Nikolaychuk<\/strong>.<\/p>\n<\/blockquote>\n<p data-start=\"2573\" data-end=\"2829\">According to him, with low fees the manager only responds to emergencies, while repairs of roofs, entrances and engineering networks are constantly postponed. Later residents turn to the city authorities for help, even though <strong>about 97% of the housing stock is privatized<\/strong>.<\/p>\n<p data-start=\"2831\" data-end=\"3137\">The official also referred to State Statistics data for <strong data-start=\"2878\" data-end=\"2890\">2024<\/strong>. Then electricity prices rose by <strong data-start=\"2927\" data-end=\"2936\">63.6%<\/strong> compared to <strong data-start=\"2949\" data-end=\"2963\">2023<\/strong>, while services for managing apartment buildings increased by only <strong data-start=\"3026\" data-end=\"3035\">11.2%<\/strong>. In other words, the cited figures refer specifically to price changes during <strong data-start=\"3097\" data-end=\"3110\">2024<\/strong>, not the last 12 months.<\/p>\n<blockquote class=\"quote-light\">\n<p data-start=\"3139\" data-end=\"3247\">&#8220;If the tariff is economically justified \u2014 it is<strong> not less than 12 UAH<\/strong> per square meter,&#8221; \u2014 the official said.<\/p>\n<\/blockquote>\n<p data-start=\"3249\" data-end=\"3460\">For an apartment of <strong data-start=\"3269\" data-end=\"3278\">50 m\u00b2<\/strong>, such a fee would be at least <strong data-start=\"3313\" data-end=\"3334\">600 UAH per month<\/strong>; for an apartment of <strong data-start=\"3356\" data-end=\"3365\">60 m\u00b2<\/strong> \u2014 <strong data-start=\"3368\" data-end=\"3379\">720 UAH<\/strong>. This is only an approximate calculation without taking into account the specifics of a particular building.<\/p>\n<p data-start=\"3462\" data-end=\"3637\">According to <a class=\"decorated-link\" href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/z0934-18?utm_source=chatgpt.com\" target=\"_new\" rel=\"noopener\" data-start=\"3465\" data-end=\"3536\">Order No. 190 of the Ministry for Regional Development<\/a>, the mandatory list of expenses for building maintenance includes <strong data-start=\"3600\" data-end=\"3627\">14 types of works and services<\/strong>, in particular:<\/p>\n<ul data-start=\"3639\" data-end=\"3952\">\n<li data-section-id=\"dujn8w\" data-start=\"3639\" data-end=\"3703\">technical maintenance of internal networks, elevators and ventilation;<\/li>\n<li data-section-id=\"1guw7p2\" data-start=\"3704\" data-end=\"3749\">current repair of structures and communications;<\/li>\n<li data-section-id=\"12yszlj\" data-start=\"3750\" data-end=\"3799\">cleaning of entrances and the adjacent territory;<\/li>\n<li data-section-id=\"1lqkf0a\" data-start=\"3800\" data-end=\"3854\">snow removal and treatment of walkways against ice;<\/li>\n<li data-section-id=\"1trhevy\" data-start=\"3855\" data-end=\"3884\">rodent control and pest control;<\/li>\n<li data-section-id=\"1d6ue55\" data-start=\"3885\" data-end=\"3952\">electricity for lighting common areas and operating elevators.<\/li>\n<\/ul>\n<p data-start=\"3954\" data-end=\"4286\">Basic costs are the same for management companies and for <strong data-start=\"4017\" data-end=\"4025\">OSBB<\/strong>. The difference is that a company adds the manager&#8217;s fee to the estimate, while an OSBB, as a non-profit organization, directs contributions to the needs of its own building. However, due to the rising cost of materials and services, homeowners&#8217; associations also have to raise contributions.<\/p>\n<p data-start=\"4288\" data-end=\"4554\" data-is-last-node=\"\" data-is-only-node=\"\">At the same time, the law does not provide for a single tariff for the entire city.
