In Khmelnytskyi region<\/strong> law enforcement officers uncovered an alleged scheme of systematically obtaining illicit benefits during the use of budget funds allocated for the repair and maintenance of motor roads. This was reported by the Office of the Prosecutor General of Ukraine<\/strong> on 3 August <\/strong>2026.<\/p>\n

According to the investigation, the deputy head of the Khmelnytskyi Regional Military Administration<\/strong>, together with the head of the regional Service of Local Roads, systematically received money from the head of a state road enterprise. The size of the so\u2011called “kickback” amounted to about five percent of the value of each contract<\/strong> for road works. For this money the officials allegedly promised to facilitate the unhindered conclusion and execution of contracts, the allocation of budget financing and the use of funds intended for road repairs.<\/p>\n

The transfer of illicit benefits, according to the investigation, took place in several parts. On 21 June<\/strong> law enforcement documented the transfer of 350,000 UAH<\/strong>, and on 30 June<\/strong> another 400,000 UAH<\/strong>. On 31 July<\/strong> the head of the Service of Local Roads allegedly received a further 345,000 UAH<\/strong>. In total, law enforcement documented transfers of almost 1.1 million UAH<\/strong>. Participants in the alleged scheme were detained.<\/p>\n

Law enforcement agencies have not officially disclosed the names of the suspects. At the same time, RBC-Ukraine<\/strong>, citing its own sources, reported that the deputy head of the Regional Military Administration mentioned in the case is Vladyslav Falyush<\/strong>. According to the publication’s sources, the official allegedly demanded 1.1 million UAH<\/strong>, or five percent of the contract value<\/strong>, for guaranteed signing of contracts to repair interregional roads. In the official statement of the Office of the Prosecutor General the person who transferred the money is named as the head of the state road enterprise.<\/p>\n

The deputy head of the RMA and the head of the Service of Local Roads were notified of suspicion under Part 3 of Article 368 of the Criminal Code of Ukraine<\/strong> – for receiving an illicit benefit by an official who holds a position of responsibility. The head of the state road enterprise was notified of suspicion under Part 3 of Article 369 of the Criminal Code of Ukraine<\/strong> – for giving an illicit benefit to an official who holds a position of responsibility.<\/p>\n

A decision on pretrial measures for the suspects is currently being made.<\/p>\n
