263 rulings in 5 months:<\/strong> TCCs assessed Ukrainian businesses with more than 7 million hryvnias<\/strong> in fines for failing to submit information about vehicles. Even companies that do not have cars or equipment are advised to send the so-called “zero” report. On 29 July 2026<\/strong> reported<\/a> OpenDataBot<\/strong>, citing data from the Command of the Ground Forces of the Armed Forces of Ukraine<\/strong>.<\/p>\n

Overall, since 2014<\/strong> rulings for failing to submit information about vehicles to the TCCs and SP were issued to 1,047 companies<\/strong>. At the same time, 87%<\/strong> of all sanctions were imposed after the start of the full-scale Russian invasion. During this period rulings were issued to 916 officials<\/strong> \u2014 directors, accountants and other employees responsible for submitting reports.<\/p>\n

Before the full-scale war, TCCs issued on average about 20 rulings per year<\/strong>. In 2022<\/strong> their number rose to 29<\/strong>, in 2023<\/strong> \u2014 to 161<\/strong>, in 2024<\/strong> \u2014 to 185<\/strong>, and in 2025<\/strong> \u2014 to 278<\/strong>. In just the first 5 months of 2026<\/strong> TCCs have already issued 263 rulings<\/strong> \u2014 almost as many as in the entire previous year. The total amount of fines assessed reached 7,057,400 hryvnias<\/strong>. Of these, 6,652,400 hryvnias<\/strong>, or 94%<\/strong>, have already been voluntarily paid or forcibly collected into the budget.<\/p>\n

Overall, since the beginning of the full-scale war businesses have paid or had forcibly collected 16.64 million hryvnias<\/strong> \u2014 which is 83%<\/strong> of all assessed fines. For comparison, during the previous 8 years<\/strong> companies were assessed only 253.3 thousand hryvnias<\/strong>, of which 189.7 thousand hryvnias<\/strong> were paid or collected. The most rulings after 24 February 2022<\/strong> were issued in the Kyiv region<\/strong> \u2014 173<\/strong>. Next are Cherkasy region<\/strong> \u2014 163 rulings<\/strong>, Volyn<\/strong> \u2014 89<\/strong> and the city of Kyiv<\/strong> \u2014 81<\/strong>. These 4 regions<\/strong> accounted for 55%<\/strong> of all rulings.<\/p>\n

At the same time, no such rulings have been recorded in the Chernihiv<\/strong> and Sumy regions<\/strong> since 2014<\/strong>. In the Chernivtsi<\/strong> and Luhansk regions<\/strong> only 1 ruling<\/strong> was issued in that time. Enterprises, institutions and organizations must twice a year \u2014 by 20 June<\/strong> and 20 December<\/strong> \u2014 submit to the TCCs and SP information about the availability of vehicles and equipment, their technical condition, and the employees who operate them. The military-transport duty applies to state bodies, local self-government bodies, enterprises, institutions and organizations.<\/p>\n

According to an explanation from the Zhytomyr Regional TCC and SP<\/strong> provided at the request of OpenDataBot<\/strong>, even in the absence of cars or other equipment an enterprise needs to submit a “zero” report. For failing to submit information or violating deadlines the responsible official faces a fine from 34,000 to 59,500 hryvnias<\/strong>. At the same time, not every ruling necessarily ends with a fine. If the official confirms a valid reason for the delay \u2014 medical treatment, a business trip, caring for a person with a disability or other circumstances \u2014 the TCC may decide not to impose a penalty.<\/p>\n

Thus, in 2026<\/strong> rulings were issued to 4 enterprises<\/strong> whose cases were considered by the Zhytomyr Regional TCC and SP<\/strong>. In all cases the reasons for the late submission of information were deemed valid, so the officials were exempted from fines.<\/p>\n
