This is <a href=\"https:\/\/cpi.org.ua\/analytics\/za-piv-roku-u-mikolayevi-ne-oprilyudnili-majzhe-ko\/?utm_source\">stated<\/a> in an analytical piece by the <strong data-start=\"1129\" data-end=\"1162\">Center for Public Investigations<\/strong>, published on <strong data-start=\"1178\" data-end=\"1190\">26 July <\/strong>2026.<\/p>\n<p data-start=\"1383\" data-end=\"1764\">Researchers collected all of Senkevych\u2019s orders that were available on the city council\u2019s website for <strong data-start=\"1471\" data-end=\"1499\">January\u2013June 2026<\/strong>.<\/p>\n<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"0\" data-end=\"26\"><strong>Key figures of the study:<\/strong><\/p>\n<ul data-start=\"28\" data-end=\"957\">\n<li data-section-id=\"1lsq849\" data-start=\"28\" data-end=\"101\"><strong data-start=\"30\" data-end=\"37\">309<\/strong> \u2014 the last order number for the first half of <strong data-start=\"87\" data-end=\"100\">2026<\/strong>;<\/li>\n<li data-section-id=\"1kcnt3a\" data-start=\"102\" data-end=\"154\"><strong data-start=\"104\" data-end=\"122\">214 documents<\/strong> were published on the city council website;<\/li>\n<li data-section-id=\"1uir6cw\" data-start=\"155\" data-end=\"237\"><strong data-start=\"157\" data-end=\"176\">95 orders<\/strong>, or <strong data-start=\"182\" data-end=\"191\">30.7%<\/strong>, are missing in the corresponding numbering range;<\/li>\n<li data-section-id=\"1pflg4f\" data-start=\"238\" data-end=\"319>&#8220;>gaps were recorded from <strong data-start=\"265\" data-end=\"271\">No. 2<\/strong> at the beginning of January to <strong data-start=\"292\" data-end=\"300\">No. 303<\/strong> at the end of June;<\/li>\n<li data-section-id=\"b6y6li\" data-start=\"320\" data-end=\"374\"><strong data-start=\"322\" data-end=\"340\">213 documents<\/strong> had a stated publication date;<\/li>\n<li data-section-id=\"1x96jju\" data-start=\"375\" data-end=\"484\"><strong data-start=\"377\" data-end=\"397\">187 orders<\/strong>, or <strong data-start=\"403\" data-end=\"412\">87.8%<\/strong>, were published within the time limit set by law \u2014 within <strong data-start=\"461\" data-end=\"483\" data-is-only-node=\"\">five working days<\/strong>;<\/li>\n<li data-section-id=\"1eni8gk\" data-start=\"485\" data-end=\"546\"><strong data-start=\"487\" data-end=\"504\">26 documents<\/strong>, or <strong data-start=\"510\" data-end=\"519\">12.2%<\/strong>, appeared with delays;<\/li>\n<li data-section-id=\"x62lgp\" data-start=\"547\" data-end=\"629\">the typical delay was <strong data-start=\"575\" data-end=\"596\">one working day<\/strong>, the average \u2014 <strong data-start=\"608\" data-end=\"628\">2.3 working days<\/strong>;<\/li>\n<li data-section-id=\"u5isx9\" data-start=\"630\" data-end=\"706\">Order <strong data-start=\"646\" data-end=\"666\">No. 56 of 6 February<\/strong> was published after <strong data-start=\"686\" data-end=\"705\">35 working days<\/strong>;<\/li>\n<li data-section-id=\"rd9zms\" data-start=\"707\" data-end=\"767\">Document <strong data-start=\"718\" data-end=\"738\">No. 50 of 3 February<\/strong> \u2014 after <strong data-start=\"747\" data-end=\"766\">26 working days<\/strong>;<\/li>\n<li data-section-id=\"k790xb\" data-start=\"768\" data-end=\"849\">Order <strong data-start=\"786\" data-end=\"809\">No. 87-r of 27 February<\/strong> does not have a publication date listed at all;<\/li>\n<li data-section-id=\"b4zuov\" data-start=\"850\" data-end=\"957\">no cases of duplicate numbers or backdating of documents were found among the published acts.<\/li>\n<\/ul>\n<p data-start=\"959\" data-end=\"1142\" data-is-last-node=\"\" data-is-only-node=\"\">For comparison, in <strong>Odesa<\/strong> during the same period <strong data-start=\"1020\" data-end=\"1046\">19 of 414 orders<\/strong>, or <strong data-start=\"1052\" data-end=\"1060\">4.6%<\/strong>, were not published. The share of missing documents in <strong>Mykolaiv<\/strong> turned out to be almost <strong data-start=\"1118\" data-end=\"1141\">seven times higher<\/strong>.<\/p>\n<figure id=\"attachment_600510\" aria-describedby=\"caption-attachment-600510\" style=\"width: 1200px\" class=\"wp-caption alignnone\"><img decoding=\"async\" class=\"size-full wp-image-600510\" src=\"https:\/\/korabelov.info\/wp-content\/uploads\/2026\/07\/rssvcs.jpg\" alt=\"CPI infographic\" width=\"1200\" height=\"670\" \/><figcaption id=\"caption-attachment-600510\" class=\"wp-caption-text\">CPI infographic<\/figcaption><\/figure>\n<p data-start=\"2514\" data-end=\"2784\">At the same time, the numbering of the published orders by <strong>Senkevych<\/strong> increased in accordance with the dates of their signing. Researchers did not find any cases where a document with a higher number was assigned an earlier date. No duplication of numbers was recorded either.<\/p>\n<p data-start=\"3448\" data-end=\"3729\">Analysts separately drew attention to Order <strong data-start=\"3497\" data-end=\"3530\">No. 87-r of 27 February 2026<\/strong> regarding the dismantling of a temporary structure. Its page has no publication date mark, so it is impossible to determine whether the city council complied with the legal deadline.<\/p>\n<p data-start=\"3731\" data-end=\"3990\">Also, the city council\u2019s website lacks a separate section and numbering series for the mayor\u2019s personnel orders. Because of this, it is impossible to determine how many such documents were issued over six months and what portion of them could have been published.<\/p>\n<p data-start=\"3992\" data-end=\"4476\" data-is-last-node=\"\" data-is-only-node=\"\">The CPI noted that some of the missing numbers could theoretically relate to documents containing personal data or information with restricted access. However, the city council website does not even contain marks indicating the existence of such orders, so it is impossible to verify the reasons for the gaps.
