At the same time, support for such regulation has noticeably declined over the past two months.<\/strong><\/p>\n<p data-start=\"621\" data-end=\"852\">Rules for removing illegal and terrorist content on the Internet would be supported by <strong data-start=\"707\" data-end=\"735\">56.1% of surveyed Ukrainians<\/strong> if they meet European standards. In particular, <strong data-start=\"797\" data-end=\"806\">24.2%<\/strong> answered \u201cyes\u201d, and another <strong data-start=\"827\" data-end=\"836\">31.9%<\/strong> \u2014 \u201crather yes\u201d.<\/p>\n<p data-start=\"854\" data-end=\"1178\">At the same time, in May support for such regulation was <strong data-start=\"911\" data-end=\"920\">67.2%<\/strong>. Thus, in just two months it fell by <strong data-start=\"965\" data-end=\"993\">11.1 percentage points<\/strong>. The share of those who are against or rather against such rules, on the contrary, grew from <strong data-start=\"1076\" data-end=\"1094\">16.6% to 27.2%<\/strong>. Another <strong data-start=\"1099\" data-end=\"1108\">16.7%<\/strong> of respondents could not decide.<\/p>\n<p data-start=\"1180\" data-end=\"1354\">Among the main risks of possible regulation, Ukrainians name <strong data-start=\"1244\" data-end=\"1279\">interference with privacy \u2014 50.5%<\/strong>, the possibility of abuses \u2014 <strong data-start=\"1305\" data-end=\"1314\">50.3%<\/strong>, and corruption risks \u2014 <strong data-start=\"1344\" data-end=\"1353\">48.9%<\/strong>.<\/p>\n<p data-start=\"1356\" data-end=\"1499\">The emergence of censorship is feared by <strong data-start=\"1381\" data-end=\"1390\">36.9%<\/strong> of respondents, erroneous removal of lawful content \u2014 <strong data-start=\"1448\" data-end=\"1457\">32.2%<\/strong>, and possible pressure on the opposition \u2014 <strong data-start=\"1489\" data-end=\"1498\">30.4%<\/strong>.<\/p>\n<p data-start=\"1501\" data-end=\"1748\">The survey results also indicate that society is not prepared to unconditionally trade freedom for security. Maximum or greater freedom was chosen by a total of <strong data-start=\"1657\" data-end=\"1664\">48%<\/strong> of study participants. Maximum or greater security was preferred by <strong data-start=\"1738\" data-end=\"1747\">40.5%<\/strong>.<\/p>\n<p data-start=\"1750\" data-end=\"1951\">Most respondents would entrust the identification and removal of illegal content to the security services, including the SBU, \u2014 <strong data-start=\"1853\" data-end=\"1862\">39.7%<\/strong>. At the same time, even this indicator decreased compared to May, when it was <strong data-start=\"1941\" data-end=\"1950\">44.3%<\/strong>.<\/p>\n<p data-start=\"1953\" data-end=\"2150\">Such a function would be entrusted to international courts by <strong data-start=\"2000\" data-end=\"2009\">20.2%<\/strong>, to international and human rights organizations \u2014 <strong data-start=\"2054\" data-end=\"2063\">19.6%<\/strong>, to the National Police \u2014 <strong data-start=\"2088\" data-end=\"2097\">17.5%<\/strong>. Ukrainian courts are trusted by only <strong data-start=\"2132\" data-end=\"2140\">8.4%<\/strong> of respondents.<\/p>\n<p data-start=\"2152\" data-end=\"2307\">At the same time, <strong data-start=\"2162\" data-end=\"2171\">18.4%<\/strong> of respondents would not entrust the removal of content to any of the proposed institutions, and another <strong data-start=\"2260\" data-end=\"2269\">20.9%<\/strong> could not answer this question.<\/p>\n<p data-start=\"2309\" data-end=\"2588\">More than half of respondents encountered disinformation on the Internet over the past year \u2014 <strong data-start=\"2399\" data-end=\"2406\">58%<\/strong>, as well as fraud or phishing \u2014 <strong data-start=\"2446\" data-end=\"2455\">56.1%<\/strong>. They encountered hate speech \u2014 <strong data-start=\"2486\" data-end=\"2495\">45.9%<\/strong>, the dissemination of personal data without consent \u2014 <strong data-start=\"2542\" data-end=\"2549\">22%<\/strong>, and calls for violence \u2014 <strong data-start=\"2580\" data-end=\"2587\">21%<\/strong>.<\/p>\n<p data-start=\"2590\" data-end=\"2761\">At the same time, only <strong data-start=\"2604\" data-end=\"2613\">37.7%<\/strong> of respondents feel completely or rather protected from dangerous and terrorist content. <strong data-start=\"2742\" data-end=\"2751\">53.9%<\/strong> of respondents consider themselves unprotected.<\/p>\n<blockquote class=\"quote-light\">\n<p><em>\u201cToday Ukrainians are effectively telling the state: we are ready for a tougher fight against dangerous content, but not at the cost of our own rights and freedoms. This is a very important signal for legislators. The research shows that society supports a European approach to regulating the digital environment, but expects maximum transparency in decisions and independent oversight of their implementation. Only under such conditions will mechanisms to combat illegal or terrorist content have a sufficient level of public trust,\u201d said Active Group director Oleksandr Pozniy.<\/em><\/p>\n<\/blockquote>\n<p>The survey <a href=\"https:\/\/activegroup.com.ua\/wp-content\/uploads\/2026\/07\/nezakonnyi_kontent_183.pdf\">was conducted<\/a> by Active Group using the SunFlower Sociology online panel.
