A doctor and former head of the Mykolaiv Regional Center for the Treatment of Infectious Diseases, Svitlana Fedorova<\/strong>, sharply criticized the organization of emergency medical care in the region after the deadly crash on the M-14<\/strong> highway. She stated that with proper crew training, the availability of resuscitation ambulances, and clear routing of the injured, the number of casualties, in her opinion, could have been smaller.<\/p>\n

The large-scale traffic accident occurred on July 4, 2026<\/strong> at about 07:40<\/strong> between the villages of Krasne<\/strong> and on the M-14 highway “Odesa – Melitopol – Novoazovsk”<\/strong>. As a result of the collision of a Mercedes Sprinter minibus with a Volvo truck, 12 people<\/strong> were killed and another 6<\/strong> were injured. The investigation is checking the version that the accident may have been caused by a maneuver by the driver of a Nissan Murano, who drove into the oncoming lane.<\/p>\n

Among the deceased were employees of the municipal enterprise “Mykolaivelectrotrans”, who were traveling to rest with family members. In connection with the tragedy, July 5, 2026<\/strong> was declared a day of mourning in Mykolaiv<\/strong>.<\/p>\n

In her video address Svitlana Fedorova said<\/a> that almost two years<\/strong> ago she witnessed another fatal accident on this highway and personally provided assistance to two injured children. According to her, during that time the equipment of emergency teams has not improved:<\/p>\n

“A very sad reason for me to record this video. We have mourning in Mykolaiv. You know that today a terrible accident happened on the Odesa – Mykolaiv highway. Well, we all, at least we Mykolaiv residents, know that this is the so-called “death road”. There are many accidents. Literally a year and a half ago, almost two years, I also made such a post, I wrote, appealed to the head of the OVA for exactly this reason. I then witnessed an accident on this highway where the driver died instantly and two children were injured. And if I had not happened to be on the road by chance, I say this with full responsibility, because the 17-year-old girl had an extremely severe traumatic brain injury, and the 12-year-old boy had multiple fractures. I provided help there thanks to the fact that even in my ordinary car I had some medical kit, because I am a doctor. And the children survived. I then contacted the deputy head of the regional health administration and our chief neurosurgeon, and they quickly prepared operating rooms. But then, as now, the ambulance crew that arrived did not have a kit, there were no resuscitation ambulances. The paramedic simply threw up her hands and did not know what to do. Yes, those children were lucky then. And I already appealed to the head of the OVA, we corresponded, and I said that the organization of medical care, especially on this internationally significant route Odesa – Mykolaiv, is simply non-existent, there is no organization.”<\/p>\n<\/blockquote>\n

In addition, Svitlana Fedorova placed managerial responsibility for the state of emergency medicine on the deputy head of the Mykolaiv OVA, Yurii Isaievych Granaturov<\/strong>, and the head of the Mykolaiv Regional Center for Emergency Medical Care and Disaster Medicine, Andrii Leonidovych Samoilov<\/strong>.<\/p>\n

“So that those who are not from Mykolaiv understand: Yurii Isaievych Granaturov is responsible for all medical care in our region. And you know, I wouldn’t be recording this video if his interview hadn’t come to my attention. There he tells some journalists that everything was on time, they provided help, and so on. Friends, this is so disgusting, cynical and deceitful, I tell you as a former chief physician, I tell you as a former deputy of the regional council who, excuse me, was a successful chief physician and knows all the ins and outs of our Mykolaiv medicine. So, Yurii Isaievych Granaturov has no medical education, has nothing to do with medicine. He is in this position because he is convenient; he spent his whole life in party positions, even under the “Party of Regions”. He was a mayor. The man knows nothing. And all his knowledge about medicine is based on the fact that our chief doctors hang some kind of nonsense on his ears, in particular the chief doctor of our ambulance service, who, as far as I remember \u2014 journalists, look up the information, for those who will check \u2014 is involved in criminal cases, i.e., will go where needed.”<\/p>\n<\/blockquote>\n

According to Svitlana Fedorova, after the accident paramedics from the emergency crew that worked at the crash site wrote to her. They allegedly reported a lack of medical equipment and the inability to involve additional resuscitation teams.<\/p>\n

\n

“Friends, immediately after this accident the paramedics of the ambulance that went there wrote to me. Zero kits, no resuscitation teams, they cannot be sent out as reinforcements. They sent out an unfortunate crew that had already worked a 24-hour shift and was supposed to be relieved. No help from Mykolaiv.”<\/p>\n<\/blockquote>\n

The doctor also stated that there should be a hospital between Mykolaiv<\/strong> and Odesa<\/strong> capable of promptly receiving victims in large-scale traffic accidents. In her view, the distance to regional centers does not allow serious patients to receive necessary care in time.<\/p>\n

“I’ll tell you more: between Mykolaiv and Odesa is the Berezanka Central District Hospital. All our lives, since Soviet times, there were orders and protocols that there must be surgery, traumatology, and provision of emergency care. Well, clearly, if there is a large-scale accident, so as not to drive far to Odesa or Mykolaiv. Again, friends, I will try to explain simply, without medical terms. It wasn’t a nuclear bomb that hit the minibus, whatever happened, let the police deal with that. Twelve people do not die if medical care is properly organized and provided. Do you understand? It’s not about competence. Paramedics know what to do. But there are no crews, no resuscitation teams, no physician teams, no patient routing for such accidents. Accidents with 10 or more people. And what then? Friends, you know, I have already put forward my proposals that this must be done immediately, right now, not tomorrow, when Samoilov will write something off, Granaturov will, excuse me, talk some kind of bullsh*t. I tell you again: medics are not provided with proper kits or resuscitation vehicles. In Mykolaiv it is hard to find a resuscitation ambulance, friends, what are you talking about, and even more so to send it to the highway.”<\/p>\n<\/blockquote>\n

She also believes that the circumstances of providing aid to the injured must be checked immediately.<\/p>\n

“And now, please, urgently request in the heat of the moment how many vehicles went out, and check by tracks. Which crew it was, what kit they had, where they were taken, where those injured were waiting. Berezanka is nearby, you understand that there is no organization there, no aid points on the road, neither in Nechayane nor anywhere. You know, I consider these 12 deaths to be on the conscience of the chief organizer of health care in our medicine. I am sure and will always say that, yes, there are fatal cases, violations of various road safety rules, let the police deal with that. I speak as a doctor who knows this system from the inside. And I tell you that the organization of our emergency medical care today is damn awful. All the connections rest on whatever was hung on the ears of this non-medical Yurii Isaievych, and he with a sad face reports something. Immediately create a commission, request how many resuscitation vehicles went out, with which kits, how they worked, how many minutes it took to deliver patients, what care was provided. There the rescuers of the State Emergency Service, friends, helped do something, but they are not doctors. I remember that accident when I provided help: the paramedic stood there, clapping her hands: what to do, what to do, what to do. It’s understandable because she is a village paramedic. Friends, is it normal for a village paramedic to go out in a bare vehicle, without a kit, not even a physician team? And without receiving any additional pay, without any body armor, whether there’s an attack or not, one bulletproof vest for four vehicles.”<\/p>\n<\/blockquote>\n

In conclusion, Svitlana Fedorova said that the mentioned officials should be removed from their positions:<\/p>\n

“We, I will say again, all these honored chief physicians, this ambulance service, pinned medals on themselves – zero organization. Today, in my opinion, Granaturov should be brought to trial and must be immediately suspended from his position. The chief physician of the ambulance service and emergency disaster medicine should be brought to trial and must be immediately suspended from his position. And today, now, before this investigation is tampered with, it is necessary to find out why this happened. I will say again: I express my personal judgment, my opinion, but as a doctor, as an organizer of health care I will say that these deaths could have been much fewer with proper organization of emergency medical care and any medical care in the Mykolaiv region. I express my condolences to the relatives and loved ones of the deceased. I very much hope that someday this will change and that they will hear what I wanted to say today. Good health to you all, friends, and take care of our Mykolaiv medicine.”<\/p>\n<\/blockquote>\n

At the same time, Yurii Granaturov<\/strong> after the accident reported that the injured were evacuated and hospitalized and were given all possible assistance.<\/p>\n
