According to the declaration for 2025<\/strong>, submitted on 28 April 2026<\/strong>, the acting general director of the non-operational JSC NVKG \u201cZorya\u2011Mashproekt\u201d and financial director Oleksiy Tsymbal received a salary of 3 433 429<\/strong> UAH, and his total annual receipts including the sale of real estate amounted to 4 880 704<\/strong> UAH; the enterprise is located in the city of Mykolaiv<\/strong>.<\/p>\n

The register states that the document was submitted to the Unified State Register of Declarations of Persons Authorized to Perform State or Local Government Functions on 28 April 2026<\/strong>. It confirms that Oleksiy Tsymbal continues to perform the duties of general director and hold the position of financial director of JSC NVKG \u201cZorya\u2011Mashproekt\u201d. The average monthly amount of salary paid to him for 2025<\/strong> was about 286 119<\/strong> UAH.<\/p>\n

The declaration lists two land plots in the city of Mykolaiv<\/strong> among real estate in Ukraine: one with an area of 1000<\/strong> m2<\/sup>, the other \u2014 1553<\/strong> m2<\/sup>. The right to the first plot was acquired on 22 December 2005<\/strong>; its value at the time of registration of ownership is not specified. The right to the second plot was registered on 25 September 2009<\/strong>, with an indicated valuation at that time of 32 675<\/strong> UAH.<\/p>\n

Also declared is a residential house in Mykolaiv<\/strong> with a total area of 404<\/strong> m2<\/sup>, the ownership of which was acquired on 27 December 2012<\/strong>; the estimated value at the date of acquisition is not provided.<\/p>\n

Among foreign real estate, an apartment in Spain with an area of 89<\/strong> m2<\/sup> is listed, owned by the declarant since 2015<\/strong>. The property was purchased with a mortgage provided by IBERCAJA BANCO, S.A., and the mortgage obligations remain unpaid. The valuation at the time of acquisition amounted to 5 296 304<\/strong> UAH.<\/p>\n

The declarant\u2019s wife, Natalya Tsymbal, is listed as the owner of a residential house of 143.7<\/strong> m2<\/sup> in the village of Hatne, Kyiv<\/strong> region, the right to which was registered on 20 July 2021<\/strong> with an assessed value on that date of 1 943 649<\/strong> UAH. She also owns a land plot there of 500<\/strong> m2<\/sup>, valued at 490 264<\/strong> UAH at the date of acquisition. The family also owns a passenger car KIA, the ownership of which was registered on 18 June 2024<\/strong> with a value on that date of 740 122<\/strong> UAH.<\/p>\n

The declaration records the sale of real estate on 14 February 2025<\/strong> and 12 November 2025<\/strong>. The declarant received proceeds from disposal in the amounts of 1 327 952<\/strong> UAH and 119 323<\/strong> UAH respectively. Separately, the wife\u2019s income from disposal of real estate in the amount of 1 327 952<\/strong> UAH is indicated, so it can be assumed that the couple split the proceeds equally from the sale of jointly owned property.<\/p>\n

Among declared corporate rights is the spouses\u2019 share in LLC \u201cCanine Complex \u2018Dog\u2011House\u2019\u201d. Cash savings amount to 90 000<\/strong> UAH for the declarant and 17 500<\/strong> euros for the wife. On a bank account at JSC \u201cUKREXIMBANK\u201d Oleksiy Tsymbal holds 94 827<\/strong> UAH, and on his wife\u2019s account at \u201cBANCO SANTANDER S.A.\u201d \u2014 1 788<\/strong> euros. At AB \u201cUKRGASBANK\u201d a credit card liability with a limit is indicated; at the end of the reporting period the debt amounted to 192 964<\/strong> UAH.<\/p>\n

The declaration of the family of the head of the state enterprise \u201cZorya\u2011Mashproekt\u201d, Oleksiy Tsymbal, located in Mykolaiv<\/strong>, notes the presence of numerous bank accounts in both Ukrainian and foreign financial institutions, with certain accounts opened in the name of his wife Natalya and children Maria and Daria.<\/p>\n

Among the Ukrainian banking institutions where Oleksiy Tsymbal has accounts are JSC \u201cCREDIT AGRICOLE BANK\u201d, JSC \u201cSENS BANK\u201d, LLC \u201cMONO\u201d and JSC \u201cPUMB\u201d. Accounts in foreign banks are also declared: the Spanish \u201cBANCO BILBAO VIZCAYA ARGENTARIA S.A.\u201d and \u201cIBERCAJA BANCO, S.A.\u201d, as well as the Polish commercial \u201cSANTANDER BANK POLSKA S.A.\u201d.<\/p>\n

The head\u2019s wife, Natalya Tsymbal, in addition to an account in Spain, has accounts opened at JSC \u201cUKREXIMBANK\u201d, JSC CB \u201cPRIVATBANK\u201d, LLC \u201cMONO\u201d and JSC \u201cPUMB\u201d. A separate account in \u201cREVOLUT BANK UAB\u201d is indicated, which is the Lithuanian banking unit of the British fintech service \u201cREVOLUT\u201d.<\/p>\n

The couple\u2019s children also have accounts: Maria Tsymbal uses the services of JSC CB \u201cPRIVATBANK\u201d, and Daria Tsymbal \u2014 LLC \u201cMONO\u201d.<\/p>\n
