In Mykolaiv<\/strong>, the temporary accommodation site for internally displaced persons operating on the basis of the housing and communal enterprise “Breeze” was inspected. Overall, conditions in the facility meet the established requirements, however the inspection revealed shortcomings in the areas of fire safety, accessibility and sanitation.<\/p>\n

The results of the monitoring visit were reported<\/a> on 25 June 2026 by the Office of the Verkhovna Rada Commissioner for Human Rights in Mykolaiv Oblast.<\/p>\n

The inspection was carried out by representatives of the ombudsman\u2019s office together with the regional coordinator. Its purpose was to assess the living conditions of displaced persons in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 1 September 2023 No. 930<\/strong>.<\/p>\n

Currently the temporary accommodation houses 150 people<\/strong>, including 60 children<\/strong>. Most residents moved from Kherson Oblast<\/strong>.<\/p>\n

The monitoring group found that overall the living conditions comply with the requirements of the government resolution. At the same time, the facility revealed a number of problems that need to be addressed.<\/p>\n

In particular, the entity responsible for maintenance is recommended to bring the fire safety and alarm system into compliance with legal requirements.<\/p>\n

Particular attention was drawn to the lack of full barrier-free access to infrastructure facilities for people with disabilities and other residents with limited mobility.<\/p>\n

The facility’s sanitary and hygienic conditions also need to be improved in accordance with current standards.<\/p>\n

Among other recommendations \u2014 consider the possibility of centralized payment for internet or compensation of residents’ expenses. This is primarily necessary to ensure the educational needs of children among the IDPs.<\/p>\n

The ombudsman’s representatives also emphasized the need to create comfortable conditions for the leisure of children and elderly people.<\/p>\n

This refers to the arrangement of play and recreation areas that should be used regularly by residents, not just displayed during visitors’ tours.<\/p>\n

It was recommended to install first-aid kits on every floor of the facility. Residents should also be given instruction on how to use them.<\/p>\n

During the monitoring, the ombudsman’s representatives conducted an anonymous survey of the displaced persons. People were provided with explanations and practical recommendations on protecting their rights and the available support mechanisms.<\/p>\n

A separate report will be prepared based on the inspection results. Recommendations for correcting the identified shortcomings will be sent to the entity responsible for maintaining the temporary accommodation site.<\/p>\n
